2017: Opening

The state corporation Rostec transferred on November 23, 2017 Penza region the perinatal center to 130 places. An object is constructed within the program of development of the perinatal centers of the Russian Federation developed Ministry of Health Russia. Rostec was responsible for construction and equipping with medical equipment. The total cost of construction of the facility was nearly 2.5 billion rubles.

The center is already brought into operation of the beginnings to service clients — on November 23 the first women in labor came to it. Clinics render all types qualified medical including stationary help, in the field of obstetrics and gynecology, and for permanent monitoring of pregnant women of risk group it is going to use telemedicine technologies.

Emergence of the perinatal center in the region will allow to implement multi-layer system of medical maintenance of expectant mothers, including to help the most difficult, the third, level, to patients who according to testimonies of doctors can give rise only when receiving the hi-tech help.

In particular, use of technologies of telemedicine will allow to perform permanent monitoring of pregnant women of risk group for the purpose of determination of the place, term and a method of a rodorazresheniye. Besides, it will allow to advise women and newborns in the leading clinics of the country. In the Penza perinatal center examination, treatment of infertility, auxiliary reproductive technologies (EKO) will be conducted.

According to the Ministry of Health of the Penza region, in intensive care unit of newborns doctors will be able to nurse kids weighing from 500 grams. The center is already staffed with medical employees, and document creation on obtaining the license for implementation of medical activity comes to the end. The staff of medical personnel of the perinatal center will make 427 employees, including 123 doctors of different qualification.

The equipment is supplied in strict accordance with the list approved by area. In particular, in the Penza perinatal center the device of inhalation MAIA-01 anesthesia is provided. It allows to manage gas exchange and to carry out respiratory anesthesia by all modern types of liquid and gaseous anesthetics. Its main advantage is use of xenon as anesthetic that considerably reduces time for recovery after anesthesia and helps to avoid a lowering of arterial pressure. The delivered medical ventilator and supports of breath is used for nursing of premature children with body weight from 500 g.

Using the phototherapeutic irradiator doctors will be able to provide medical care by the newborn sick with jaundice. The center also locates an incubator of intensive therapy for newborns of IDN-03 for the help to newborns with extremely low body weight (500 g), to the premature and weakened children with pathologies. It is equipped with a possibility of monitoring of parameters of temperature, oxygen concentration, air humidity, temperature and body weight of the newborn.

Also Rostec delivered neonatal tables for care of newborns both in maternity blocks, and in intensive care units, heaters for compensation of thermal losses at newborn children, defibrillators for maintenance of a warm rhythm and many other things.

In the center existence of consulting and diagnostic department which part mobile teams of obstetricians-gynecologists and neonatolog are is provided.

According to the CEO of Rostec Sergey Chemezov, the state corporation is going to provide the Penza regional perinatal center with two cars of emergency medical service of class "C".

As of November, 2017, Rostec already built the perinatal centers in Ufa, Bryansk, Orenburg, Makhachkala, Nazran.
