2017: The officials suspected of bribes during creation of "The safe city" in Buryatia are arrested

The investigative department of Zheleznodorozhny district of Investigation department of the Investigative Committee of the Russian Federation of the Republic of Buryatia in December, 2017 brought criminal cases concerning the head of department and the lead engineer of Management of informatization and information resources of administration of Ulan-Ude and also concerning the individual entrepreneur. The press service of Investigation department reported about it.

According to the investigation, these persons are accused of commission of crimes on the points "and", "b", "v" of Part 5 of Article 290 of the Criminal Code of the Russian Federation (the taking of a bribe connected to bribe racketing, made by a group of persons by previous concert in a large size) and the Paragraph of Part 3 of Article 291.1 of the Criminal Code of the Russian Federation (mediation in bribery).

Law enforcement agencies were established that in September, 2017 the Management of informatization and information resources of administration of Ulan-Ude held a competition at the choice of the contractor for installation of a video surveillance system within development HSC "Safe city". Biddings were won by the local company.

After that the chief of one of departments of organization together with the lead engineer demanded from the director of winner firm a bribe in the amount of 50 thousand rubles for the fact that they, allegedly, ensured to it a victory in tender. However the company executive refused to fulfill the requirements of officials.

Within the contract its firm of an ustanovl the necessary equipment, however the commission for acceptance of results included those the head of department and the lead engineer to whom the director refused to transfer money earlier. Officials repeatedly on the different bases refused to sign acts of the performed works, and then began to threaten the head of firm with a penalty for improper execution of terms of the contract then again demanded a bribe, having increased its amount already to 300 thousand rubles.

The director had to agree with their conditions, says Investigation department. To cover the fact of taking of a bribe, the accused officials attracted as the intermediary of the familiar entrepreneur. On their intention the director of the company had to transfer money under the dummy agreement then it was going to cash means and to divide them between malefactors to the checking account of the intermediary.

However the director of the company filed to law enforcement agencies in advance a petition for racketing at it of a bribe then he called officials and suggested to transfer money in a cash form.

On November 30 to a meeting behind a bribe to its office there arrived the head of department and the intermediary entrepreneur. By transfer of money they were delayed, and then their accomplice – the lead engineer of organization was also delayed.

Crime was revealed by the staff of Management of economic safety and the Ministry of Internal Affairs Buryatii PC under which control transfer of money was carried out.

Concerning two defendants who during interrogations gave detailed evidences about circumstances of racketing of a bribe the measure of restraint in the form of house arrest is chosen. Concerning the lead engineer who refused to give evidences the measure of restraint in the form of detention in the pre-trial detention center is chosen. As of the beginning of December on criminal case investigative actions continue.

2016: Problems of Bezopasny gorod agrarian and industrial Complex

In August, 2016 the head of department of the Ministry of Internal Affairs of the Russian Federation on Ulan-Ude Vladimir Kazadayev told about problems of the Safe City system, having made the report on deputy listenings of the Ulan-Ude city council^[1]. According to him, the hardware of the automated complex does not provide proper results of work, and needs upgrade. In particular, a system needs updating of the server and video cameras.

In the most part the quality of the made videos leaves much to be desired. Because of low resolution of the majority of video cameras on monitors it is displayed indistinct images that does not allow to make out persons of offenders, to define the state numbers of cars that as a result complicates disclosure of crimes without delay. Besides, it is necessary to make replacement of its server which does not allow to develop Bezopasny gorod agrarian and industrial Complex fully for today for further development of a hardware-software complex — Kazadayev told.

As of August, 2016 a system included nearly 200 video cameras and 17 buttons of an emergency communication "citizen police".
