The Digital School project which in December, 2017 the Russian Prime Minister Dmitry Medvedev suggested to start should help to implement modern technologies in educational process.

2021: Requirements to "digital" equipment of schools are developed

In January, 2021 the Ministry of Public Education and Mintsifra submitted the draft of the order "About the approval of the Digital School standard which was developed in connection with carrying out an experiment on implementation of the digital educational medium (DEM).

About complete transition to distance learning of the speech does not go. In the document makes a reservation that transition to "udalenka" will be possible on demand: in case of epidemics, a quarantine and also if it is necessary for handicapped children or pupils of small schools. In other cases digital technologies are going to be included in usual educational process in the portions. For example, not less than 10% of practical works on the standard will have to be carried out in virtual laboratories, using simulators and electronic educational technologies. On normal occupations the share of digital content will make at least 20%.

Minprosveshcheniya and Mintsifra submitted the standard of "digital school"

Access to online resources and opportunity remotely will take professional development course at a half of teachers. Special attention will begin to be paid to security and control of entrance groups. In each schoolhouse the video recorder or the server of video surveillance and at least four IP cameras will appear. And one will look at an entrance door and a porch from the street, the second — at an exit from a lobby. Besides, in the project equipment not less than a quarter of classes the systems of a video conferencing.

Also the following technical parameters of infrastructure of TsOS are given:

  • for the educational organizations which are in city localities – not less than 100 Mbps (both for loading, and for data transmission);
  • for the educational organizations which are out of city localities – not less than 50 Mbps (both for loading, and for data transmission);
  • for the educational organizations located in the hardly accessible localities connected on satellite links – not less than 1 Mbps (both for loading, and for data transmission).[1]

2020

The government reduces the budget by creation of digital educational medium

In the draft budget for 2021-2022 reduction of financing of the federal project "Digital Educational Medium" which is included into the Education national project is put. Mintsifra and Minprosveshcheniya developed the Digital School standard

The ministry of digital development of Russia together with Minprosveshcheniya of Russia developed the Digital School standard. It is going to be approved in the nearest future, reported TAdviser in Mintsifry on October 19, 2020.

The standard is developed by departments for the purpose of creation of conditions for ensuring educational process in full irrespective of the location of students.

This standard defines requirements to equipment of the state educational organizations implementing programs of the general and secondary professional education for the purpose of formation of IT infrastructure for ensuring secure access to the state, municipal and other information systems and also to the Internet. Equipment of the educational organizations according to the standard is directed to creation of information and telecommunication and technology infrastructure which will allow to use instruments of e-learning in addition to traditional cool and fixed occupations, - told TAdviser in Mintsifry.

The standard defines requirements to equipment of the state educational organizations implementing programs of the general and secondary professional education.

The standard provides three levels of equipment of the educational organizations: basic, average and high. Without fail the educational organizations should correspond to basic level of equipment.

Development of the standard it is also announced on the portal of vacancies of Mintsifra. In the ministry, in particular, the Development of Infrastructure of Schools project manager is required (salary - about 200 thousand rubles a month).

"Development of infrastructure of schools" - the most large-scale infrastructure project having the big social importance. More than 40,000 schools should be equipped with telecommunication infrastructure, more than 800,000 classes – necessary information and telecommunication infrastructure, Wi-Fi access points. Teachers and pupils will fully be able to use digital educational services at the school, instruments of distance learning, online broadcast of lessons from classes as continuation of traditional form of work, - it is specified in the description of a vacancy.

The ex-deputy minister of digital development Lyudmila Bokova headed the Federal Institute of Digital Transformation of Education (FIDTE)

TAdviser made own investigation and found out that in the nearest future FITsTO can become in the system of Russian education one of the largest receivers of budgetary funds for implementation of the federal project "Digital Educational Medium" from structure of the national Education project and also begin is regular to receive orders for accomplishment of research works on scope of digital transformation from Minprosveshcheniya. Volumes of budget financing for which applies new the subveda can be, at least, about 400 million rubles a year, and under certain conditions exceed also 1 billion rubles [1] (detail).

2019

All Russian schools should be connected to the high-speed Internet until the end of 2021

On February 27, 2019 the President Russia Vladimir Putin approved the list of instructions on implementation of the message to Federal Assembly which took place on February 20.

One of instructions concerns carrying out the Internet at schools. In particular, until the end of 2021 all educational institutions of the country should be connected to the high-speed Internet. In more detail here.

Rostelecom is ready to connect to the high-speed Internet 40 thousand schools for 40 billion rubles

On February 18, 2019 the President Russia Vladimir Putin held working meeting with the head "Rostelecom" Mikhail Oseevsky. During it the head of telecommunication company noted that Rostelecom is ready to connect 40 thousand schools for 40 billion rubles with payment of traffic till 2025. In more detail here.

2018: Transition to digital textbooks in Russia was estimated at 0.5 trillion rubles

In June, 2018 the Ministry of Public Education suggested to replace paper textbooks at schools with electronic. Expenses on implementation of this project estimated at 507.3 billion rubles.

According to RBC with reference to the working version of the Digital School project, department suggested the government to get rid partially of paper textbooks in 11 objects of comprehensive school. As envisioned by a minprosveshcheniye, textbooks will have to pass into a digital format by December, 2020.

Paper textbooks can disappear from portfolios of the Russian school students in 2020

In materials to the project it is not specified what objects changes will concern and from what age school students will be able to use electronic textbooks. It is, most likely, almost about all main school objects, them just around ten, the cochairman of labor union "Uchitel" Leonid Perlov noted.

Among advantages of electronic textbooks the ministry calls an opportunity to take part in a lesson even to children who are ill and do not go to school.

The initiative can facilitate life not only to school students and their parents, but also teachers. In particular, an electronic system will allow to get rid of such routine work as check of the same homeworks. Except other, authors of the project assume that they at the Russian schools can be entered automated verification of written works, the reporting and preparation of materials for a lesson.

According to the minister of education Olga Vasilyeva, in June, 2018 department finishes the document taking into account the new May Decrees designated by the president Russia Vladimir Putin.

To the project of Digital school also follows from the document that children will be able to participate remotely in a lesson at slight diseases, and by 2025 between medical offices at schools and children's clinics electronic interaction will be set.[2]

Objectives

The Digital School project, in particular, is directed to formation at school students of skills in the digital world, training in data analysis, programming elements, on creation of digital projects for future profession, in the equipment, digital medicine.

It is necessary to implement digital technologies practically since the school period that, actually, at us already and occurs. Children should receive all main skills of use of these technologies directly at school that in the future they could be able to operate with the most different tools for processing of necessary arrays of information, could release forces for creativity and, of course, increase efficiency of the work already during a labor activity — the prime minister Dmitry Medvedev at a meeting of presidium of council at the president for strategic development and priority projects said.

Russia starts the Digital School project

According to him, each school should be equipped with the high-speed Internet, in them conditions for online and remote education, including educational institutions in hardly accessible areas should be created.

It is expected that the Digital School project will be approved at the beginning of 2018, perhaps, in February. It will be implemented together with regions. At the same time Dmitry Medvedev emphasized that the initiative should be implemented not by just school students, and together with teachers.

The Prime Minister set the task to define - what the personnel and what is necessary the equipment for project implementation of Digital school are necessary. He with respect thereto reminded that 10-12 more years in educational institutions were not the Internet, and now it is necessary that "each school was equipped with the high-speed Internet that there was an access to a single educational platform" and also conditions for distance learning and online education should be created. The last concerns including the schools located in hardly accessible and sparsely populated areas, the prime minister told.

Financing and risks

The head Ministry of Education and Science Olga Vasilyeva recognized that Digital school will demand many expenses on equipping and retrofitting of a number of organizations and also retraining of teachers. By December, 2017 only 30-40% of teachers can work with  those tools which exist at  school, it estimates.

According to her, the project assumes big costs for material equipment of schools which amount in Russia by December, 2017 is about 42 thousand.

The digital school, certainly, will demand first of all informative changes,  namely if we speak about  digital education, then we should understand accurately that it will enter  all objects of our sphere... That I was well understood – there is no conversation on replacement by digital education entirely that traditional to which we got used. So this combination, undoubtedly. Also there is such term, it meets sometimes in education, "classical walls". And so, of course, we will always have classical walls, and the digital school is as content, new contents" — Vasilyeva considers.

She also added that for project implementation which will become one of the most large-scale in the educational sphere for the last few years all will be collected most better.
