Open interview with the Chief information officer of Dixy Vladimir Muravyev on TAdviser SummIT

At the TAdviser SummIT conference which took place on November 29, 2017 the Chief information officer of Dixy Vladimir Muravyev during the open interview shared opinion on the changing role of CIO in the modern world, approach of the company to the choice of partners and contractors and relevance of import substitution. The discussion was led by the Chief Editor of TAdviser Alexander Levashov.

Today even more often it is possible to hear that use of the IT budget stopped being only a prerogative of the director of information technology, and the budget is blurred between business divisions. Whether really there is such trend? How the situation with the IT budget in Dixy is?

Vladimir Muravyev: The budget of Dixy as any large business structure of federal level, affirms according to regulations and consists of two components. The first part of the budget is an account part on accomplishment of regulatory requirements of the state (the Unified State Automated Information System, the Mercury system, execution of fiscal functions). The second part is connected with business initiatives, and this component of the budget is really blurred between different business divisions and IT structure. Thus, today there is not an IT budget as such, but the funds allocated for joint work of business and the IT block.

What expense dynamics on IT in Dixy company in recent years? What plans for 2018?

Vladimir Muravyev: The IT department follows the development strategy of the company. As capital asset of any retailer – the buyer, and two main drivers – traffic and an average bill, the strategy of Dixy is based on changing approach to the buyer, to make for it something new today today. According to strategy the budget will increase by shops which reformatting is planned for the next year. Expenses and on a regulatory part of the budget, and on IT initiatives of implementation of innovations on the basis of modern technologies will grow. So dynamics of the budget positive.

Tell, please, about how you select IT contractors? What approaches you practice what criteria you use at their assessment? Whether tenders are held? Perhaps, there is a black list of IT contractors with whom you are not going to cooperate any more?

Vladimir Muravyev: In respect of the choice of IT partner approach very simple. It is important that the IT contractor had several key skills, and the first of them - the pro-active position assuming long cooperation. Come, make the project and leave on other object, to other customer – such practice meets, but it losing, in my opinion.

The second important point – presence of the competent personnel and a possibility of their involvement in the project. It is no secret that any large consulting company tries to roll on projects of trainees. It is clear, that absolutely it is impossible to do without such practice, it is necessary to study the beginning specialists somewhere and somehow, but at the same time there has to be a balance between a pool of the key, experienced experts working in the project and number of those who else study. It is important that also trainees had an adequate price to the level of their qualification.

And the third – all large projects of federal scale are followed, as a rule, by external audit of the contractor from the customer, and the IT partner does not need to be afraid of it and furthermore to make difficulties. It should be open for such checks, free in relationship with the customer's auditor, proceeding from the fact that the main objective of the auditor – to make the project successful, but it is bad not to make to someone.

The commonly accepted criteria when choosing the IT partner work too: money, quality and terms. If at the IT contractor not always it turns out to conform to the rules of the customer, it does not mean that he is included in the black list at once, just it should face some "aligning" actions in order that interaction was more effective.

As for tenders, they, certainly, are present as at any large company, but by its results if the large project, we are guided first of all on the vendors having the corresponding experience of similar projects. On the other hand, now the boom of startups, and in retail market is a lot of small companies doing specific things for retail with which we cooperate too. So approach flexible, for the solution of each task we look for the correct, strong IT partner.

It is clear, what before DIXY as business company the import substitution task, but, perhaps is not necessary directly, you after all are engaged in it? Do you study domestic solutions? Whether you consider import substitution expedient?

Vladimir Muravyev: I consider expedient as all of us live in this country, we worry about it, and existence in our economy of the knowledge-intensive industries allowing to implement something "non-oil" is very useful. So import substitution has a future, and we even use interesting domestic solutions from a niche specialized under retail. As for the operating system, DBMS and big, serious software packages, we are not ready for replacement of the western software today.

There is an opinion that the role of the Chief information officer in the modern world changes and first of all because business very quickly changes. And how you consider whether the role of the Chief information officer changes and how if yes?

Vladimir Muravyev: – and I work at the experience as the Chief information officer more than 20 years – I can confirm that the role of the Chief information officer really changes. And if on one party to take an image of the person who is responsible only for infrastructure, operability of software products, solutions and so on, and on another - the strategist responsible for solving of tasks of the business close to the CEO, then the toddler from IT infrastructure towards strategy, certainly, is displaced.

Support IT ifrastruktury stopped being an important task - it is a routine in which employees are engaged. The chief information officer becomes the partner of business, it gives an impetus to innovations, gives to business an opportunity to look at in what he is engaged every day, from a different angle.

It occurs partly in connection with a new round of development of technologies which is observed around the world – artificial intelligence, Big Data and others which can add to business absolutely unexpected, new value. For a long time nobody implements IT solution just because it is fashionable, the question of economy and monetization arises one of the first, especially so far as concerns replication of the solution all over the country. And nevertheless, in my opinion, exactly on the party of IT now all opportunities to transform the settled concepts of business in any industry. And matter not only in opportunities of new technologies, but also that people of business are more conservative, than the Chief information officer whose role in business transformation, certainly, raises.

Can you call top-3 priority the directions of development of IT in Dixy?

Vladimir Muravyev: The first direction – already mentioned satisfaction of regulatory requirements of the state from which anywhere not to leave. The second – everything that is connected with innovations, startups, and the third – optimization of internal business processes.
