TAdviser Interview: The chief information officer of the Novosibirsk region Anatoly Dyubanov about the IT strategy of the region
Anatoly Dyubanov, the Head of Department of informatization and development of telecommunication technologies of the Novosibirsk region, in an interview of TAdviser told about the IT strategy of the region, support of the IT companies and training of specialists of this industry.
Whether there is in the Novosibirsk region development strategy ICT? If yes, that in what its main directions?
Anatoly Dyubanov: In 2017 two important federal strategic documents creating uniform state approach in the field of application of information and communication technologies were accepted: "The development strategy of information society in the Russian Federation for 2017 - 2030" and the "Digital Economy of the Russian Federation" program. They determined key parameters of development of regional documents on which we work now.
In the region are created and state programs "Development of infrastructure of information society of the Novosibirsk region for 2015-2020" and "Creation and development of a hardware-software complex "Safe city" in the Novosibirsk region for 2016-2021" are implemented. Programs are based on the purposes and problems of the region and also on global technology trends.
Documents consider also main directions of Strategy of scientific technology development of the Russian Federation, the National technology initiative, regional documents of strategic planning.
The main efforts are concentrated on implementation of regional information systems in the spheres having important social value, including directed to improvement of procedures for granting of the public and municipal services and process automation of interaction of citizens and the state.
Activity of the Government of the Novosibirsk region is performed in the following main directions:
- development of a core infrastructure of information society and electronic government;
- development of telecommunications and assistance to increase in availability and service quality of communication;
- development of a technical and technology basis of security of life activity and also development of a geographic information system and regional navigation and information system.
The policy of the Novosibirsk region in the field of application of information and communication technologies is aimed at the development of information society, integration of the region into processes of formation of national digital economy, ensuring national interests and implementation of strategic priorities.
In a discussion stage today the Concept of project implementation "The smart region" which according to the federal program "Digital Economy of the Russian Federation" will set the directions of the innovative development of the Novosibirsk region due to improvement of methods of management of the region, its economy, the social sphere, life support, the transport system and ecology using intellectual digital technologies.
At the end of 2016 according to data of Rosstat of 50.6% of residents of the Novosibirsk region ordered state services in electronic form. This indicator at area is at the average level over the country. What steps do you take for growth of popularity of electronic state services?
Anatoly Dyubanov: Yes, really at the end of 2016 50.6% of residents of the Novosibirsk region used the mechanism of receiving the public and municipal services electronically.
In 2017 the lot of work directed to increase in rating of the Uniform portal of state services in our region is carried out. As a result in nine months 2017 the number of users in the Novosibirsk region increased by 351 thousand human. Now on the Portal more than 1 million residents of the Novosibirsk region (1,160,816 people) are registered
Entered number of the main activities directed to increase in popularity of electronic state services and quality of their rendering:
- technology actions for completion of information systems, participation in the Multiregionalnost EPGU project (transition from the regional 54.gosuslugi.ru portal to gosuslugi.ru, redesign of regional and municipal services, transfer to an electronic form of separate administrative procedures, such as payment of the state fee, making an appointment, pre-judicial appeal, etc.);
- coordination of work of regional authorities and local government authorities in the field of promoting of electronic state services;
- actions for promoting of electronic state services, the information, explanatory, training actions for work with the portal of state services;
- actions for interaction with MFC.
Within the technology actions work on upgrade of the departmental information systems connected with process of rendering the public and municipal services is conducted.
So, some of innovations can call development of the mechanism of background registration of applicants at the appeal to MFC. At the order of any service in MFC automatic verification of presence of registration of the citizen in a Unified identification and authentication system is made. If the citizen is not registered yet, then the operator in the course of rendering service receives the adequate notice and suggests the applicant to be registered or confirm the personality. This mechanism allows not to distract MFC operator from process of rendering services and, thus, does not increase waiting time of the applicant.
Also, one of mandatory requirements to the state information systems of the Novosibirsk region is existence of authorization through a Unified identification and authentication system.
So, with a Unified identification and authentication system are integrated as public information resources, such as electronic diary, interactive portal of the employment service, "Electronic Democracy of the Novosibirsk Region" portal, and information systems of internal use – the Hunting system, interdepartmental automated information system, a regional segment "Contingent of Students", the AIS MFC and others.
Within a pilot project of "Multiregionalnost" implemented together with the Ministry of Telecom and Mass Communications of the Russian Federation, Rostelecom and RT Labs company in the area transition from the "blue" portal to "white" is already performed. About 60 most demanded public and municipal services will be until the end of the year transferred to new design, 10 of them will be available in mobile application of "Gosuslugi". As pilot approbation in mobile application the first regional service of the Novosibirsk region in check of queue on providing the land plot already appeared.
On 10 paid state services it is going to implement a possibility of online payment, on 5 of them for individuals there will be an opportunity to order service at a discount in 30% (the discount does not extend to legal entities).
Besides, now within the Multiregionalnost EPGU project the pilot according to the notification of the citizen about the available services connected with approach of this or that life situation is started, the notification of the user will be made on all possible channels of informing.
On platforms of the city of Novosibirsk and area different events for promoting of electronic state services, including in an exit format are held. A striking example – the stock "Gosuslugi, Without Departing from a Workplace". The special crew of mobile offices of MFC leaves on large enterprises of the region and without separation of employees from work registers them on the Uniform portal of state services and tells about advantages of receiving state services in electronic form. During 2017 more than 40 such events are held.
Also for promoting of electronic state services informative posters, leaflets and booklets with a general circulation more than 700 thousand copies were made and placed.
Within expansion of access for the population of the Novosibirsk region to the Uniform portal of state services 1102 service centers of users of the portal of state services are opened for today (the 5th place in Russia). And in all 490 municipal entities points of registration of a Unified identification and authentication system are placed.
In 2016 the president Putin gave assignment to exclude duplication at development federal and regional portals of state services. What your strategy in this direction? How do you estimate perspectives of regional portals in general?
Anatoly Dyubanov: In this plan we always adhered and adhere to a position of the federal center and we say, that the main advantage to residents of Novosibirsk – uniform access point to all public and municipal services regardless of what department renders service – federal, regional or municipal.
Earlier I mentioned the Multiregionalnost EPGU project which provides to citizens uniform access point to federal, regional and municipal electronic state services. Until the end of 2017 completion of piloting of this project is expected. Including a number of new administrative procedures in electronic form – making an appointment in department, online payment, the pre-judicial appeal will be implemented. As a result of state service will be available in new, the intuitive interface with enhanced capabilities on interaction with authorities.
The Novosibirsk region Russia, the first among regions, seized the new opportunities of EPGU and displaid regional service in Mobile application of "Gosuslugi". How you estimate the new concept of development of EPGU and in what conduct advantages to the population and the region?
Anatoly Dyubanov: It is known that in October, 2016 the volume of use of the Internet from tablets and smartphones for the first time exceeded an indicator of personal computers - 51.3% against 48.7%.
Considering such trend, it is important to support mobile solutions and in the state electronic services. As pilot approbation in mobile application of "Gosuslugi" the first regional service of the Novosibirsk region in check of queue on providing the land plot appeared. Further it is going to display in mobile application the most demanded regional and municipal services.
In total there will be about 30 services which are most demanded by citizens – providing housing and communal services, signing up in school, the electronic diary, the magazine, permission to hunting, benefits to young parents, issue of statements from the register of property, service of Gostehnadzor.
How will the role of MFC in connection with further transition of state services to online be transformed?
Anatoly Dyubanov: The main idea of creation of a system of MFC is implementation of the principle of "one window" when the citizen is exempted from need to receive references in other state institutions, to go on instances or to pay intermediaries. From the applicant it is only required to submit the application and to receive result at the scheduled time, and all other work, including interdepartmental approval, employees should carry out MFC and the relevant state and municipal authorities.
Further it is going to exempt the receiver from need to submit the application to MFC, the possibility of filing of application via the Uniform portal of state services will become an alternative, and here the result on many services will be more convenient to be received in MFC. Now the works on sale of such mechanism are completed. For piloting the service in issue of permissions to production of hunting resources because it is not necessary to provide documents of personal storage for it is selected.
Whether there are in the strategy of development for the region plans for attraction and development of the IT companies? Whether there are regional privileges and other measures of support for this purpose?
Anatoly Dyubanov: The Novosibirsk region became one of the first regions in the Russian Federation where tax preference for the large IT companies in the form of reduction in the income tax rate from 20% to 15.5% is entered (in the part enlisted in the regional budget). This privilege works in the region since January 1, 2015.
Introduction of a tax benefit promotes growth of number of the large IT companies in the region, as due to removal of obstacles for growth of the small and medium companies, and due to attraction of new.
Significant advantage to the innovative companies is also the possibility of use of world-class technology infrastructure of Academpark and a cluster of information and biopharmaceutical technologies of the Novosibirsk region.
Also for the innovative companies, including the IT companies, subsidies for preparation, implementation of a transfer and commercialization of technologies and a subsidy to the research and production centers for work on creation of new technologies and materials and on acquisition of the special equipment are available.
How do you assess a situation with the IT personnel in the region? Whether there is a development of personnel potential?
Anatoly Dyubanov: The IT industry of the Novosibirsk region is, perhaps, one of leading in Russia on dynamics of development, the number of the organizations and also number and quality of the personnel.
Nevertheless, creation of digital economy demands from us not just increase in number of IT specialists, and development of new approaches to their preparation.
In the Novosibirsk universities quality of training is confirmed decades. The Novosibirsk State University (NSU) which is a project participant of TOP 5-100 and the Novosibirsk State Technical University (NSTU) which became this year the regional reference university take the leading places not only in the Russian, but also international ratings, university graduates are demanded in labor market.
For solution of the problem of staffing of the industry of ICT interaction between authorities, higher educational institutions and the innovative companies is built.
One of the important directions of training of specialists today – formation of programs, rates and even specialized departments.
So, at the Siberian state university of telecommunications and information sciences work basic department of Rostelecom company "Innovation infocommunication systems", department of additional education of AT Consulting company, "smart city" on which already there took place the second enrollment, the magistracy in this direction is open and also the scientific and education center for the knowledge-intensive industrial enterprises works.
In Novosibirsk State University the Competence center on smart technologies for training for Smart city, Digital medicine and Smart networks in power is created.
The Siberian state university of geosystems and technologies started training of unique specialists in the field of navigation technologies and creation of space data.
Within the program of reindustrialization the subprogramme "Frames of reindustrialization" focused on "cultivation" of creative youth and training of highly qualified personnel for hi-tech segments of economy is implemented the Concept of school engineering education on the basis of NTI, international standards of engineering education of CDIO is developed.
The regional model of life-long engineering education – "the general and additional education – a Higher Professional Education (Open Source) – the enterprise", assuming deep integration of all steps of education into conditions of production, inclusion of students in project and research activity in universities and in production process, training at the enterprises, accomplishment of project tasks of the order of employers forms.
