Basin Koom Programma of digital transformation of Kyrgyzstan

2017: Start of the program "Taz Koom"

In the performance at a meeting of National council on sustainable development on April 3, 2017 the President of the Kyrgyz Republic A.Sh. Atambayev noted need of creation in Kyrgyzstan of the economy based on knowledge of "The smart country "of Taz by Co" – net, fair society".

Therefore, for the purpose of creation of the open and transparent state, quality improvement of life of citizens and also improvements of conditions for business in the Kyrgyz Republic the national program of digital transformation "Taz Koom" is started. "Basin Koom" is a key component of the Sustainability strategy of the country-2040, the strategy based on a human capital and innovations in harmony with the environment.

"Basin Koom" is a hi-tech program for creation of the open and transparent state which serves citizens, around the person and for the person where in the center there is his life, the rights, freedoms, health, education, quality improvement of life of citizens and also improvement of conditions for business.

Context: Digital transformation for all

Economies of one and all countries endure global transformation – thanks to innovations labor market, processes and methods of production changes, there are new technological goods and services which did not exist earlier.

Kyrgyzstan can make quantum leap in the development, having chosen absolutely new ways of the future – development through innovations, knowledge and universal application of information technologies. Through technologies, knowledge and innovations Kyrgyzstan has unique chance to make high-quality and fast break in the development and to pass from discharge of the countries with the factor economy based on low-skilled work and use of natural resources, into the innovation, based on digital economy, technologies, innovations and knowledge.

The Information and Communication Technologies (ICT) are the integral component of economic and social development of the country aiming to become information society. Therefore "Taz Koom" is to some of key factors and catalysts of acceleration and assistance to sustainable development of the country and achievement of all 17 Purposes in the field of Sustainable Development (TsUR) and the tasks corresponding to them, accomplishment of activities of the world summit concerning information society (VVUIO +10) as "Taz Koom" is based on universal, end-to-end, intersectoral use of ICT.

"Basin Koom" will also become the effective tool for eradication of corruption in public sector by minimization of influence of a human factor through automation of administrative processes and procedures and providing digital public services.

Providing access to modern, protected and accepted in the price relation to infrastructure, to applications and services is opened by opportunities for improvement of life of people and providing that sustainable innovative development in Kyrgyzstan was gained by the real embodiment.

It is necessary to reform cardinally the system of public administration through a prism of digital transformation.

Really to become the digital state, it is necessary to create a common information space in the country, in a complex and uniformly to cover all branches of the government: executive, legislative and judicial to implement the principles and approaches of electronic democracy more actively, having provided participation of citizens and business structures in decision making processes through online tools. It is necessary to develop digital economy, to implement innovations and to expand the potential of digital knowledge and competences at all levels.

===Vision "Taz Koom"

Digital Kyrgyzstan is the country of the developed information society founded on innovations and knowledge, digital national content, effective, transparent and accountable public administration, digital participation of citizens for ensuring universal access for citizens to information, digital infrastructure and digital services that will form a basis of digital economy and stimulates growth of competitiveness of the country, welfare of the population, minimizes corruption.

"Basin Koom" is a national program of digital transformation which uses power and force of the industry of data, technologies, digital infrastructure for improvement of life of people, creation of new economic opportunities and stronger society in which center there is a person, its values and potential.

Purposes, tasks, principles

The program "Taz Koom" sets before itself seven purposes and four strategic tasks based on seven basic principles.

Seven purposes "Taz Koom"

"Basin Koom" forms from seven purposes (equivalent on importance):

• Creation of the digital infrastructure of a world class based on "green" technologies and pure power (telecommunication networks of wide-shelf access, data processing centers, cloud computing, digital platforms);

• Creation of the favorable environment contributing to sustainable innovative development (policy, the legal basis, institutes);

• Digital opportunities for all, digital skills for digital economy (access to everyone to digital knowledge, innovations, experience and opportunities for production, use and sale of net goods and services);

• Assistance that each kyrgyzstanets became the digital citizen having necessary knowledge and potential (the involvement of citizens into country government through digital technologies);

• Formation of open digital society which driving force is the industry of data (open state data, touch technologies and telemetry, Internet of Things, cloud computing, Big Data);

• Transformation of Kyrgyzstan into the safe place for life and work of on-line (security of technologies, data and networks);

• Transformation of Kyrgyzstan into a regional hub of digital Shelkovy of a way for digital business and digital innovations (a favorable digital medium).

Four strategic tasks

The specified goals are achieved through four strategic tasks and subtasks corresponding to them provided with the specific planned results of activity which will be reflected in the Action plan providing the management focused on results.

Creation and development of modern, safe, universal and available digital infocommunication infrastructure in the price relation and formation of trust and security when using ICT:

1.1. Creation and development of digital ICT infrastructure (networks, data processing centers, cloud computing, the centers of an information access and to services, digital platforms), including broadband communication and broadcasting; availability of communication services to all categories of citizens, including groups with special needs by the principle of "step" availability; overcoming a digital divide in access, standardization; compliance and functional compatibility and management of use of a radio frequency spectrum;

1.2. Formation and confidence-building and security when using ICT-cyber security;

1.3. Reduction of risk of disasters and providing ICT in emergencies.

Creation of the favorable environment in an ICT ecosystem through improvement of the legislation, effective policy of state regulation, creation of the statistical data, high-quality and comparable at the international level, in the field of ICT based on the advanced international standards and techniques; increase in human and institutional potential.

2.1. Development of favorable policy, the normative and legal basis contributing to sustainable development of ICT;

2.2. Creation of the statistical data, high-quality and comparable at the international level, in the field of ICT based on the advanced international standards and techniques;

2.3. Creation of human and institutional potential and increase in awareness – comprehensive programs of increase in potential and level of awareness of the public and municipal servants, the population, institutes of civil society, the academic and educational institutions, business and expert community.

Formation of open digital society - development of digital services, services and applications for the purpose of expansion of opportunities of people and society for social and economic development and environment protection on the basis of open state data, analytics of Big Data, touch technologies, telemetry, infrastructure of space data:

3.1. Digital public services for citizens and business (the digital government and digital local government, digital parliament and a digital justice system include);

3.2. Digital services in the social sphere (digital health care, digital education);

3.3. Digital commerce, digital finance, digital agriculture;

3.4. National infrastructure of space data;

3.5. Digital national content – stimulation of development of local digital content in online to the environment;

3.6. A scope digital technologies of persons with special needs;

3.7. Digital services and solutions on adaptation to climate change and mitigation of its effects; environment protection through effective management of water and other natural resources and waste.

Stimulation of formation and development of ICT-focused of innovations and partnership

4.1. Creation and strengthening of potential for integration of innovations and partnership by means of ICT;

4.2. Creation of new approaches and sale of mechanisms of public-private partnership in the field of an ICT innovations;

4.3. Creation of new business models from development of the idea, its piloting and before commercial start – a startup an ICT incubators, cluster hubs, network of angel investors, the venture funding and so forth.

4.4. Partnership development – interaction with all interested participants of process (civil and business community, the academic and scientific community, the international partners in development, etc.) for the purpose of achievement of assigned tasks with maximum efficiency and coordination and coordination of actions taking into account the interests of all involved parties.

Seven principles

Implementation of the specified purposes and tasks is based on the following seven principles:

• Innovations, researches, science – stimulation of development of ICT-focused of innovations, the innovation economy for ensuring economic growth;

• Partnership – openness to multilateral partnership, outsourcing, crowdsourcing, support of local initiatives;

Skills – providing each person with the main skills necessary in modern economy, by creation of a new system of primary, secondary, higher and vocational education, the system of permanent increase in level of professional qualification;

Ubiquity – providing with digital infocommunication infrastructure and digital services modern, safe, universal and available to each citizen;

Openness - expansion of opportunities of citizens and business through development of open digital economy and digital public services, increase in participation of citizens in decision making processes by means of the ICT tools;

Available energy and "pure" growth – cost reduction for the enterprises and providing economic benefits from transition to low-carbon "green" economy;

The favorable investment environment – the state policy promoting performance improvement and growth of economy, implementation of new business methods and the investment attraction.

The expected results

The program "Taz Koom" will offer a set of prospects for Kyrgyzstan. Implementation of this program will increase efficiency of state bodies taking into account automation of many processes and implementation of the principles of transparency: this implementation of new technologies in different fields of activity and preparation for transition to digital economy that in the future will create the mobile and flexible state capable quickly to react to any current trends.

This initiative will allow to achieve positive results for the population, business and public sector. For the population: reduction of poverty and inequality of incomes, creation of new jobs and increase in welfare of the population. The project will cover spheres of social and legal life of citizens, will increase quality and security of their life. For business new sales markets will open, profit and competitiveness will grow. In public sector the efficiency of state bodies will amplify, corruption will decrease and the trust of the population will grow. We will achieve these goals by creation of infrastructure of new technologies, improvement of the regulatory environment and education of a human capital^[1].
