In NIU BELGU the management system implementation project "ATsK-Kompleksny accounting" came to the end

At the Belgorod state national research university (NIU BELGU) at the beginning of 2018 the project on implementation of the integrated ATsK-Kompleksny Accounting automated control system which contractor was a BFT Company came to the end. At the university planning from financing of expenses to financing of the purposes is rebuilt and the start is given to mechanisms of multichannel financing.

The need of quality improvement of financial management dictated by system implementation of the analysis of indicators of financial management of the Ministry of Education and Science of the Russian Federation became one of key premises to creation of the automated control system in NIU BELGU. Besides, according to the Decree of the President of Russia on measures for implementation of state policy in the fields of education and sciences by 2018 the total amount of financing of the public scientific foundations should reach an indicator to 25 billion rubles. At the same time, in addition to the legislative arrangements stated above, the Ministry of Education and Science of the Russian Federation obliges higher education institutions to open an expense amount of the plan of the financial and economic activity (FEA) by calculations (justifications) and to provide the reporting (the plan of FHD) electronically according to a format of the PFHD ASU federal service.

For the purpose of compliance to all new statutory requirements the management of NIU BELGU made the decision on creation of the integrated automated control system. As a result a system was created based on the solution of BFT Company "ATsK-Kompleksny accounting", allowing to optimize planning processes and managements of financial and economic activity of higher education institution.

At the Belgorod state national research university the single geographically distributed information system for acceptance of management decisions at all levels of financial management is created. In a system planning processes of the budget and purchase planning, processes of internal budgeting, the actual execution of the plan of FHD and formation of the external reporting are joint. Thanks to organized electronic interaction between divisions of higher education institution, process of formation and document approval became more operational, and filling of justifications on expenses and data on income is performed directly by the structures responsible for income generation of higher education institution and implementation of expenses. Within internal treasury preliminary and current control of cash expenses on compliance to operational plan assignments and the cash flow plan is provided.

Modular composition "ATsK-Kompleksny accounting" which provided step-by-step system implementation and gradual connection of users became the main feature of the implemented project. Everything, in an automated system of NIU BELGU about 200 users actively work. Besides, in addition to automation of a planning and budgeting system of higher education institution experts of BFT Company gave to the staff of educational institution methodological support in a part of formation of recommendations about upgrade of internal information systems and processes, a financial structure of higher education institution and study of individual managerial classification.
