2021: Case of corruption of the ex-head of the pension service of the Ministry of Internal Affairs Svetlana Aleshina

In October 2021, investigators completed an investigation into a high-profile criminal case of corruption in the Russian Ministry of Internal Affairs. The ex-head of the department's pension department Svetlana Aleshina is accused of receiving 40  million rubles through her intermediary husband. Bribes and counted on another 325  million for the fact that the ministry will insure the life and health of all its 700  thousand employees not in solid insurance companies, but in the Central Insurance Society (CSO) Roman Paleev, who shortly after the conclusion of the contract with the Ministry of Internal Affairs was left without a license.

The FSB found financial reports on the remuneration of a woman during searches. From each monthly payment to the insurer from the Ministry of Internal Affairs, the colonel expected to receive a rollback - 20  million rubles.

2019

Prosecutor General's Office demands that the Central Bank eliminate violations

In December 2019, the Prosecutor General's Office made a submission to the Bank of Russia due to the decision of the regulator to withdraw the temporary administration from  the Central Insurance Society insurance company.

In 2017, the CSO received a contract for 13.7 billion rubles for insurance of the life  and health of employees of the Ministry of Internal Affairs. Six months later, in May 2018, the Central Bank revoked the company's license, according to the statement.

The interim administration, which the Central Bank introduced in the Central Bank, demanded to declare the company bankrupt, but the court refused. In June 2019, the interim administration was withdrawn from the insurer and the management returned to the owners. The interim administration found in the CSO the withdrawal of assets for 700 million rubles  and the conclusion of fictitious contracts, the purpose of which was to hide the circumstances of the loss of liquid property. Before leaving the company, the interim administration transferred this information to law enforcement agencies.

In May, shortly before the interim administration was withdrawn from the CSO , a criminal case was instituted against the company on the fact that the company provided unreliable financial statements to the Central Bank.

The Ministry of Internal Affairs believes that the interim administration did not fulfill its duties: the Central Security Service had signs of insolvency. The interim administration had to file a second bankruptcy filing. The fact that the interim administration was withdrawn from the Central Administrative Center, and control in the company was returned to the owners, the Ministry of Internal Affairs considers as a counteraction to the consideration of the crime by the investigating authorities.

The Ministry of Internal Affairs appealed to the Prosecutor General's Office. She, having conducted an audit, made a submission to the Central Bank and took control of the criminal case of the Central Security Service. The Central Bank is obliged to eliminate violations within a month and notify the prosecutor in writing.

Criminal case

In July 2019, the Main Directorate of the Investigative Committee for Moscow opened a criminal case on the provision of unreliable reports to the Central Bank by the Central Insurance Company (CSO). Documents were seized from the building of the Central Bank.

The authorized capital of LLC CSO is 855 million rubles.

CSO LLC has Licenses of the Central Bank of the Russian Federation SL No. 3517, SI No. 3517, OS No. 3517-02, OS No. 3517-03, OS No. 3517-04, OS No. 3517, PS No. 3517 for the right to conduct reinsurance activities, as well as a License to carry out work related to the use of information constituting a state secret.

2017: Receipt of 13.7 billion rubles from the Ministry of Internal Affairs and revocation of the license

The company received a license to insure military civil servants and a week later in 2017 won a contract for 13.7 billion rubles insurance of employees of the Ministry of Internal Affairs and bypassed SOGAZ, VTB and other large companies.

Two months later, the CSO lost its license and began to go bankrupt.

2000: Creation of a company

LLC Central Insurance Company (LLC CSO) was formed in 2000.
