MegaFon pressed Rostelecom in tender on creation of a system of fixing of violations of traffic regulations in Samara

GKU of the Samara region "The safe region" at the beginning of March, 2018 announced request for proposals on rendering services in providing, processing and information storage movement of vehicles and violation of traffic regulations in the territory of the region. The initial cost of the contract was 852.4 million rubles.^[1]

On March 12 it became known that applications for participation in the competitive procedure directed three companies – Ael-RTS Engineering, Rostelecom and MegaFon. However, only the request of MegaFon was recognized conforming to requirements of the customer. It estimated the cost of services at 652.1 million rubles, i.e. is 200 million less than the starting price. The formulation according to which two other requests were rejected sounded so: "In the provided licenses the place of implementation of the licensed activity the Samara region is absent".

As of March 15 information on the agreement with MegaFon is not published, but on the page with purchase materials he is specified as the participant with whom it is going to sign the contract.

According to terms of reference, the project objective consists in creation, development, upgrade and technical operation of a geographically distributed system of the automated fixing of violations of traffic regulations. Inspection of installation sites of complexes of fixing and approval of technical solutions, installation of devices and their maintenance, providing information on violations, ensuring functioning of DPC, etc. belongs to duties of the contractor.

The contractor within the contract should provide to the customer given from stationary complexes of automatic photovideo fixing round the clock in real time and also information from mobile devices from 6 to 8 hours in day.

Information processing should be performed within 10 calendar days from the moment of fixing of violation of traffic regulations. At the same time, the safety and storage of all information coming to the Data processing center from fixing devices should be provided during 1 year from the date of its receipt.

The list of locations of stationary devices and complexes of automatic photovideo fixing includes 120 addresses. In addition to them 13 mobile devices will provide control of offenses.

All project works are expected the period from the date of signing of the contract and until the end of 2019.
