MegaFon: Mobile Electronic Signature (MES)

"Mobile Electronic Signature" (MES) allows to sign electronic documents (including legally significant) using any mobile phone or the tablet. The special SIM card of MegaFon with the application installed on it is necessary for use of service (the binding of the digital signature certificate is provided).

2018: Launching

MegaFon provided on April 10, 2018 own instrument of signing of electronic documents — "Mobile Electronic Signature" (MES). According to the statement of the operator, it is possible to sign legally significant documents with her help directly from the mobile device from any place in the world where there is a cellular communication. MEP is certified by public authorities and conforms to requirements of the legislation.

The digital signature certificate registered in the state information systems of identification which issues Certification center of MegaFon, and the special SIM card with the software set on it allowing to use the electronic signature in information systems is a part of service.

For service the annual subscription fee in the amount of 1 thousand rubles is levied, and the unplanned rerelease of the certificate will cost 500 rubles, specified in the company.

The Crypto Missile Defence company acts as the partner of MegaFon in the MEP project thanks to what the due security level of users of service is provided. In particular, the ciphered SMS channel which protects the signature from risks of not authorized application is used to signing, emphasized in the company.

According to the operator, process of signing is simple and happens in "one cliques": the pop-up message with short excerpt from the document which needs to be vised comes to the mobile phone or the tablet to the owner of the signature. The user needs to decide "reject" or "sign" the document and confirm the action with input of the PIN code. At the same time the solution can be used, even being in the international roaming, noted in MegaFon.

To begin to use the mobile electronic signature, there is no need to change the existing phone number — as explained in the company, the new SIM card can be received instead of acting, at the same time all ordinary functions of the SIM card (a possibility of sending the SMS, commission of voice calls and use of the Internet) remain. Installation of programs of enciphering and purchase of additional devices and carriers at the same time will also not be necessary, added in the operator.

The market of electronic document management quickly develops. By estimates of analysts of J'son & Partners Consulting, by the end of 2018 the share of use of electronic document management in the organizations will grow to 46%, and total sales on the market will be up to 18 billion rubles.
