The Ministry of Defence transfers housing and public utilities to cloud Billing of Online

On April 27, 2018 the company "Billing Online" announced end of the first stage of automation of calculations for utilities in housing stock of the Defense Ministry – in cloud billing several hundred sections of federal state budgetary Institution are translated "Central Housing-and-municipal Office" (CHAMO) Ministries of Defence Russia.

The specifics of the project consist in a geographically-distributed structure of housing stock of the Defense Ministry dozens of regions of the country and also in a large amount of differences and requirements in housing and public utilities legislation on places.

For several months the proinventarizirovana information from different bases also was transferred to a system. Are analyzed, configured and brought into operation of charge for housing and communal services in all territories of service, taking into account specifics of each region. Service of information exchange with partner bank on payment processing is started, the automated exchange with GIS of housing and public utilities is implemented, training is provided. For April, 2018 in a system several hundred specialists of the customer operate normally.

System architecture Billing of Online allowed to build optimal technology when each branch works with the sections in any region of the country. The central office has online access to all sections, specific premises and can advise-control employees on places, independently, online, collect analytics on each section, branch, the organization in general. The technology of processing through authorized partner bank is applied to transparent splitting of the accepted payments for housing and communal services.

Implementation of the cloud system "Billing Online" in TsZhKU allowed the Defense Ministry to solve several important problems:

• organize transparency of financial flows and full control of passing of payments for housing and communal services, control from the center correctness and timeliness of charges, observance of housing and public utilities legislation in any territory of service, to automate exchange with GIS of housing and public utilities;
• use developments based on the free software without risk to fall under any sanctions, to use program system from the Register of domestic software and to implement the protected solution on information security on the basis of Astra Linux.

The customer saved on the total cost of service of billing as the cloud technology does not require installations/reinstallations of software in workplaces.

According to the results of the first stage of implementation, the Defense Ministry made the decision on start of the second stage on transfer to Billing of Online of the resource supplying organizations. Further implementation of full-scale service of Claim and claim work with automation of release of writs and other work with debtors is planned.
