Uniform EDMS of St. Petersburg migrates on Postgres Pro

At the end of April, 2018 the Committee on IT and Communication of St. Petersburg announced purchase within which it is required to translate "Uniform electronic document management system and office-works of executive bodies of the government of St. Petersburg" (ESEDD) on DBMS Postgres Pro. The cost of works is estimated at 7 million rubles.^[1]

The contractor of the project should modify a data structure of uniform EDMS in relation to Postgres Pro DBMS and also to finish special software for use of specific functionality (stored procedures, triggers). Need of control of absence for the modified software tools EDMS of the known vulnerabilities of information security is mentioned by separate point.

The ESEDD databases under control of Postgres Pro DBMS should function in the environment of server operating systems of family Linux and Windows. Utilization properties of the modified ESEDD should provide performance at the level of the system functioning on MS SQL DBMS (a difference in the speed of accomplishment of the same transactions no more than 5%). In the normal mode the modified EDMS should provide a continuous round-the-clock operation mode - 24/7/365. At the same time, the operational value of availability quotient of a system should be not less than 0.95.

In addition to modification of a data structure and software, the contractor of the project will have to carry out the commissioning including the Postgres Pro DBMS setup in DPC and data migration from MS SQL and also preliminary tests of a system. At the final stage of EDMS it has to be brought into trial operation.

The contractor of the project will be selected from the second half of May. All works need to be completed till August 31, 2018.

The project of creation of "A single system of electronic document management and office-work of executive bodies of the government of St. Petersburg" (ESEDD) started in 1999. The "Center of computer developments" which is a part of consortium "Kodeks" is engaged in development of a system. In the presentation of the last, in particular, it is noted that the ESEDD project laid the foundation of a modern system "Kodeks: document flow".

In 2017 with "The center of computer developments" 4 contracts for development and support of ESEDD for total amount of 31.7 million rubles were signed.
