At the beginning of 2018 the KS-Consulting company (the partner of EOS Group in the territory of Western and Eastern Siberia) completed workflow automation system implementation in Management of the property relations of administration of the Ust-Abakansky area of the Republic of Khakassia. Within the project jobs systems Case and the Monitoring of Documents applications and also the additional option "Scanning" were installed.
The Ust-Abakansky area – the municipal entity as a part of the Republic of Khakassia, located in the center of the mountain region. The administration of the Ust-Abakansky area, also, as well as the Government of the Republic, is an old client of KS-Consulting company. Specialists of administration of municipality work in the automation system Case of production and electronic document management Case since 2008.
Ust-Abakansky within the competence exercises control of the property relations of administration control functions, orders and carrying out state policy with municipal property and the land plots in the territory of the Ust-Abakansky area of the Republic of Khakassia. To system implementation of electronic document management (EDMS) "CASE" account of documents in management was kept in the spreadsheet of Excel that caused certain difficulties in accounting, tracking of terms and control of execution of documents. As problem solving of management of documents the decision on implementation of EDMS "DELO" in a workplace of the secretary to management was made.
The electronic document management system was faced by the following tasks:
- Registration and accounting of the entering and outgoing documents, citizens' appeals;
- Control of execution of instructions;
- Accounting by the number of the entering and outgoing documents;
- Introduction to the system of electronic images of documents.
All these tasks are a traditional set of functionality of an electronic document management system "CASE" - the domestic EDMS recognized by the standard of automation in the field of public administration. The implementation project also provided installation of additional options such as Scanning, allowing to enter into a system electronic images of the scanned documents and also the Monitoring of Documents applications - own development of the KS-Consulting company intended for the notification of users about approach and approach of control completion dates of documents in the CASE system.
As a result of system implementation in Management of the property relations of the Ust-Abakansky area of the Republic there was centralized accounting of documents, function of automatic registration and control of the entering and outgoing documents, citizens' appeals, physical persons and legal entities is implemented; the possibility of convenient document retrieval and use of report forms on the documents which are stored in base EDMS "DELO" is organized. System implementation considerably facilitated work of the secretariat, and became premises for creation of electronic exchange of documents both in management, and with superior organizations.
