The portal of an industry monitoring system of Rosrybolovstvo is started

In May, 2018 the FORS Group (FORS Group) company announced creation and input in trial operation of the portal of an industry monitoring system of Rosrybolovstvo (OSM portal) of http://osm.gov.ru. Federal State Budgetary Institution Center of a Monitoring System of Fishery and Communication (TsSMS) performing powers of Federal Agency for Fishery in the field of control of fishing activity and preserving of water biological resources acted as the customer.

Results and project plans

"During the project automation of providing public services - from formation of requests of users of water bioresources before their consideration, formation of the answer and the relevant document in an electronic and also printing type which legal force is provided with the electronic signature was provided, - Ekaterina, the manager of projects of FORS — Development Center company supplements the colleague Ilyin. - So far in the system of 6 modules implementing functionality on receiving services, issue of permissions to production of water bioresources, monitoring of location of fishery courts, maintaining agreements, preparation of reports and collection of data on production and also management of users of the portal. But a system will develop".

The OSM portal is intended for the staff of Rosrybolovstvo and its Territorial Departments, Federal State Budgetary Institution TsSMS, federal executive authorities, users of water bioresources, captains of ships, shipowners whom there are more than 5 thousand people.

In the spring of 2018 the next stage of works during which several new modules are developed comes to an end: maintaining registers of courts and technical means of control, certification of the fishery companies on compliance to requirements of MKUB (the international code on security management). Besides, development of the module of receiving services and monitoring of location of fishery courts is performed.

Creation of a number of new features and services – such as the centralized maintaining NSI, interdepartmental and interdepartmental interaction by means of web services, integration into the Uniform portal of the public and municipal services and also the similar systems of other states, creation of mobile version of the portal is in the long term planned.

The OSM portal is developed on the open source software of PostgreSQL and Java technologies, as the application server Tomcat is used. Safety is ensured by the certified information security tools.

2016

Start of the project

At the time of start of the project in November, 2016 the customer had no common information space. In Territorial Departments of Rosrybolovstvo and branches of Federal State Budgetary Institution TsSMS the local software versions implemented by different work benches were used. Processes of receiving, accounting and information processing differed for different Territorial Departments and branches. There were problems with duplication of information, its efficiency and reliability, there was no effective interaction of automated systems. Therefore there was a task to integrate all Internet resources included in structure of an industry monitoring system of Rosrybolovstvo, in the uniform portal, to provide the unified solution architecture and a possibility of remote access to services of a system.

Project Tasks

The project objective was to create uniform access point to services and OSM services through "personal account"; provide availability of services and information resources of OSM in the round-the-clock mode; unify mechanisms of processing of statements for provision of services; simplify process of submission of requests and obtaining results of their consideration; increase efficiency of interdepartmental interaction and reduce terms of provision of services.

For increase in effective management of the industry, it is necessary not only to possess up-to-date, complete and reliable information, but also to provide the remote centralized access of the organizations and citizens to it and also to the services provided to OSM. Thanks to the project and professionalism of specialists of FORS, we had an opportunity to provide services and to sign agreements in electronic form, to perform collecting and processing of operational and statistical reporting and also to manage access to OSM services".
