2019: End of system implementation of collection of a payment on section of Almaty – Horgos

On January 18, 2019 BETA announced project completion on system implementation of collection of a payment on road section of Almaty – Horgos in Kazakhstan.

Within construction of a transport corridor "Europe – the Western China" control automation by traffic (further – ASUDD) on toll highways of Kazakhstan is well under way. Within December, 2018 section of Almaty – Horgos 295 km long was put into trial operation, and since the end of January, 2019 earned in the normal mode. A project deadline – 6 months.

Unlike the Russian paid roads, in Kazakhstan only automatic and unceasing lanes, without manual bands with cashiers are under construction. It allows to save at least $250 thousand in a year of budget money only on one paid section.

Recognition of transport

Capacity of each point of collection of a payment makes 30 thousand cars a day. For unceasing journey and instant calculations stickers on a windshield with RFID tags which are tied to the personal account, and that, in turn, to license plate number of the car are used.

The BETA integrated the solution with the equipment of the Shtrikh-M company specializing in production of the parking systems and systems of collection of a payment on paid roads and also with cameras of recognition of license plate number of the CU and the system of weighing in the movement (WIM).

Identification and classification of the vehicle is performed at road boundaries, on points of payment and on entrance points on paid section that provides the maximum accuracy of recognition even in the adverse weather conditions. And on entrance points a system will recognize a circuit of a moving car using the system of laser sensors.

Besides, ASUDD "Almaty – Horgos" is combined with the database of the Ministry of Internal Affairs of the Republic of Kazakhstan for data acquisition about the vehicle and its owner and also with the system of the national operator of paid roads which integrates all paid trunks of the country.

Journey payment

Entrance on section is performed on two lanes, for departure eight bands are provided. Payment is levied at departure and made by cash, the bank card or the fuel card of E100.

Calculation of total cost of journey consists of the passable route, weight and dimensional indicators, quantity of axes and passenger seats of the CU and also a payment method. The approved rates assume reduction of fare twice on condition of making advance payment.

It is possible to deposit money to the personal account of the car owner through special service PayWay.kz and also Internet bank, e-wallets, terminals of QIWI, "Kassa24", "CyberPlat", Tenge.

Operating control of a status of the road

According to the representative of BETY, in the nearest future the developer is going to integrate the ASUDD with road meteocomplexes. It will allow the operator of the road to control a route status in real time. In addition to standard indicators (temperature and air humidity, the direction and wind speed, type and intensity of rainfall) the solution will allow to monitor quality of a roadbed: availability of ice and reagents on the surfaces of the road, temperature on the surface of the route and in the depth of a paving.

2018: Start of development of an ACS of DD for a transit corridor "Europe – the Western China"

On June 15, 2018 the Beta company announced carrying out the project on development of the automated control system for traffic (DD ACS). The project is initiated by Committee of Ministries for Investments and Development transport of the Republic of Kazakhstan within construction of a transport corridor "Europe - the Western China". The first stage of the project is development and deployment of the solution on section of the paid trunk Almaty – Horgos.

The transport solution for Kazakhstan includes the systems of identification and classification of vehicles and also device management of points of collection of a payment.

A system will allow to recognize registration numbers, to classify the CU by parameters of loading capacity and chelovekomest the car. On the basis of these data and information on the passable route the payment amount, proceeding from the set scale of charges forms. Points of collection of a payment provide both a subscriber payment system, and one-time calculation with cash or the bank card.

"The demand of the solution is caused not only the increasing risks in terms of security, but also need of consolidation in the working system of a large number of participants of global technology infrastructure projects. Customers want to have systems which are capable to issue low - and average-level solutions on the basis of the deep analysis of data bulks. In the context of DD ACS on section of Almaty – Horgos is about the automated control of the movement on the route with the high-speed mode to 150 km/h. At the same time the solution provides the analysis at least of the Russian, Kazakhstan, and Chinese cars".
