Ai-teko wins the competition for the creation of a data center with a maximum price of 1.205 billion rubles

Goznak, after a recent unsuccessful attempt to find builders for its data center in St. Petersburg for 1.1 billion rubles. decided to try again to find a contractor, raising the starting price of the project to 1.2 billion rubles.

The public procurement website contains information about a new competition with an identical name, although the initial amount of the contract in it is set at 1.2 billion rubles, that is, 100 million rubles. higher than in the previous procedure.

As a result, in August 2018, Ai-teko went to create the Goznak data center in St. Petersburg in a row. She won the state customer competition with a starting price of 1.206 billion rubles, offering her services for 1.205 billion rubles. The second bidder was Krok Incorporated with a price offer of 1.184 billion rubles, but the Goznak tender commission considered its application less attractive[1].

Ai-teko will have to refurbish the factory premises, equip them with engineering infrastructure and carry out standard certification for data centers at the Uptime Institute according to the Tier Certification of Constructed Facility according to Tier III level. This procedure will have to confirm that the created object meets the previously certified design documentation.

The winner is given 12 months from the moment of signing the contract. Thus, the data center should be commissioned at the end of August 2019.

Failure of the competition for the construction of a data center in 4 buildings of a paper mill

Goznak allocated for construction of the data-processing center (DPC) in St. Petersburg 1.1 billion rubles. This amount appears as the initial amount of the contract in the tender announced by the enterprise in June 2018. Applications for an open competition in electronic form will be accepted until July 6, 2018. Summing up the procedure is scheduled for July 11. The entire front of work is calculated until July 31, 2019.

How applicants will be evaluated

When considering applications of applicants, the qualification of a potential contractor will have the greatest weight (50%). To confirm it, the company, in particular, can declare its experience in creating data centers for hosting 300 or more server racks over the past five years with a maximum IT equipment capacity of at least 2,000 kW.

The proposed contract price when considering the application will have a 25 percent specific weight. The remaining 15% will fall on the assessment of the financial condition of the applicant.

What will include project work

As follows from the documents presented on the public procurement website, the future contractor of the contract, among other things, will need to transfer or dismantle existing transit engineering communications in the premises of the data center, create water supply and drainage systems, fire alarms, warning and management of evacuation of people in case of fire, fuel economy, heating, ventilation, air conditioning.

In addition, the contractor is expected to create gas exhaust, electric lighting, cold supply, process ventilation systems, as well as the supply of power electrical equipment, a structured cable system, thermal mechanical solutions, etc.

"Croke" is the only contender. The competition did not take place

Croke Incorporated was the only applicant for the contract, but its application was rejected by the tender commission. The integrator did not provide a certificate from the tax inspectorate on the good faith performance of obligations to pay fines, penalties, etc., possibly accrued to him.

In early July 2018, Goznak refused[3].

2016: The design of the data center is assigned to Union Group for 23.9 million rubles

The projected data center "Goznaka" in St. Petersburg in accordance with the characteristics laid down in it will surpass the current capacity of the current data center of the organization in Moscow. In the first case, we are talking about 400 server racks, and in the second - only 220 so far. The competition for the design of the data center was won by Union Group (more about the competition).

"The new technological site is being designed based on the possibility of placing up to 400 racks and the level of reliability of the Tier III infrastructure," Natalya Nikiforova, heads of the Goznak press service, explained to CNews.

According to her, the data center operating at that time on the basis of the Moscow Printing House (a branch of Goznak) has the ability to accommodate up to 220 racks. True, work on the development of this data center and the introduction of new machine halls continues. "They will be carried out in stages throughout 2016-2017," says Nikiforova, without commenting on information from the media, that in the future the number of persistent places here can also be brought to 400.

Nikiforova adds that the creation of a technological site in St. Petersburg will take place in stages in the medium term. In terms of its parameters, its infrastructure will be close to the Moscow data center. At the same time, the data center in the northern capital will be used not only to host the information systems of Goznak itself, but also to provide services for third-party customers on a commercial basis.

According to a CNews source aware of the use of the organization's IT infrastructure, leasing resources will not be something new for Goznak. The Moscow data center already has such experience.

It follows from the documents that the average power of each server rack is calculated at 8 kW. The total area of ​ ​ all used premises for the data center will be at least 3 thousand square meters. m

The terms of reference separately indicated that the design of the engineering and technical security equipment of the data center will be carried out by FCNIVT Eleron SNPO JSC.
