BSS: Solution on the bank support of contracts (BSC)

2018: Submission of the solution

On July 9, 2018 the BSS company presented the solution created based on the Settlement Center of Corporation (SCC) platform and the system of remote banking for legal entities (CORREQTS Corporate, "RBS BS-Client x64"), intended for bank support of contracts. Its demand is caused not only performance of Article 35 of the Federal law "About a Contract System" and order of the Government of the Russian Federation No. 963 "About implementation of bank support of contracts", but also a possibility of receiving an additional income.

The Bank Support of Contracts (BSC) is guarantees and banking liability on a target and timely funds expenditure under contracts. BSK assumes opening by bank of the isolated bank account and providing service in control and approval of transactions of the supplier (the contractor, the contractor) in accordance with the terms of the contract and the legislation of the Russian Federation.

To facilitate a task to banks and to automate process of bank support of the contract the BSS company developed the specialized solution, based on the Settlement Center of Corporation platform and the RBS system for legal entities. The product conforms to requirements of the legislation for support of contracts.

The solution BSS on BSK includes:

1. Formation and the adoption of agreements (with the payment schedule) in the RTsK system.
2. Control of payment documents on compliance to details and limits of the agreement and limits of articles of analytical qualifiers.
3. Building of the scheme of cooperation.
4. Obtaining the proving documents as a part of the payment order under the agreement. Control of existence of the proving documents and refining of the list of the proving documents if necessary.
5. Report generation on performance of contracts.

Thus, according to the developer, the customer has an opportunity of additional control and the acceptance of payments and also the reporting under performance of contracts.

According to BSS, in addition to advantages of automation of process of bank support of the contract, the bank accumulates pecuniary benefits:

• Increase in the customer base due to service in one bank of all chain of contractors under public contracts.
• Growth of turnovers on accounts.
• Planning of own liquidity taking into account planned receipts within public contracts.
• Possibility of cross-sellings of coproducts (credits, guarantees for participation in tenders and performance of contracts, etc.).
