In St. Petersburg accounting of administrative actions within state service in licensing of educational activity is automated

The Committee on Education of St. Petersburg automated accounting procedures of administrative actions within public service for licensing of educational activity. On July 16, 2018 reported about it in Netrika group.

The created system automates internal processes of Committee on issue and renewal of licenses for the St. Petersburg educational organizations: kindergartens, schools, technical schools, training centers and other organizations which educational activity requires issue of special permission — the license.

The solution is implemented on the platform "by data-processing center. Services" which was developed by the "St. Petersburg Information Intensive Center" entering into Netrika group.

Complex automation of procedures allowed to optimize work of Management on supervision and control of a compliance with law in the field of formation of Committee. An opportunity to define and control terms of accomplishment of administrative actions, to receive reminders on the status of each statement is provided in a system.

Besides, licensing often requires involvement of experts for conformity assessment of licensees to requirements of the current legislation. Within the project interaction of specialists of Committee with external experts who visit the educational organizations for carrying out inspections was automated.

Digitalization of public services — necessary process for creation of digital economy. However it is not enough to automate only interaction with applicants: for increase in efficiency it is important to transfer internal processes of authorities to end-to-end automated systems also. Such approach helps Management on supervision and control of a compliance with law in the field of formation of Committee to lower labor costs on processing, so and to reduce terms of consideration of the applications — the vice-chairman of Committee — the head of department on supervision and control of a compliance with law in the field of formation of Committee on Education Andrey Finagin considers.

For Committee on Education St. Petersburg data-processing center earlier already implemented a number of projects, in particular, on automation of processing procedures of information for ensuring risk-oriented approach in control and supervising activity, formations of the plan of checks of the educational organizations, control over the implementation of curricula by them.

The solution which we implemented in the Committee on Education of St. Petersburg allows to systematize the document flow connected with licensing of educational activity and to simplify communications with external experts.
