Innovations in the project

Search

  • Several options of search implemented in the most clear way for users:
  • Full-text search on attributes of a system;
  • Semantic search according to documents and files of the project documentation;
  • Difficult search which uses different logical operators in search query.

Comparison of versions

  • Color display of differences in two document revisions;
  • Display of locations of changes in the document;
  • Calculation of percent of changes of the new document revision in relation to previous;

Results of implementation of the AIS "Glavgosekspertiza"

  • The unified information system for 13 organizations with the unified process of rendering services;
  • Full automation of rendering 12 services in electronic form using UKEP;

  • Unified registers of experts and non-staff specialists, automation of process of attraction and work of interfilial task forces and non-staff specialists;

On July 30, 2018 the Naumen company announced end of the first stage of the project of upgrade of the AIS "Glavgosekspertiza".

Branch FAU "Glavgosekspertiza of Russia"

The structure of FAU "Glavgosekspertiza of Russia" is provided by central office and 12 branches in the territory of Russia, the volume of the processed statements exceeds 5000 annually. According to the program of digitalization of a system of state services and also the NPA and internal regulations, the customer was faced by a task of upgrade and development of the existing system of documents acceptance and rendering services in electronic form.

Within project implementation, starting in May, 2017, Naumen upgraded the existing system architecture, having expanded the list of functionality. In particular, service of interactive interaction with the applicant was processed. The multifunction personal account is developed for convenience of Applicants, integration with ESIA, EPGU is provided, to FTS, the Federal Information Address System, banks, the procedure of filling of the statement due to autocompletion is simplified by data from the integrated sources, formatno-logical control when forming the statement is implemented.

In addition, the full integration of a system and the portal of the applicant is provided, including process automation of preparation of documents in electronic form using UKEP is executed, the structure of file documentation is systematized, generation of documents on the basis of the statement and a possibility of signing of documents UKEP is automated. Users had an opportunity of control of course of execution of service and interaction with FAU "Glavgosekspertiza of Russia" by official correspondence through the Personal account.

At the same time, the unified information system for 13 geographically distributed organizations in structure of the enterprise with the unified process and a possibility of flexible administrative configurations is implemented; process of attraction and work of interfilial task forces and non-staff specialists is automated; the attributive scope of information for further data transmission in EGRZ is implemented.

"Concentration on needs of users, development of customer-oriented approach, fall forward and service qualities – key aspects of the development strategy of FAU "Glavgosekspertiza of Russia". Therefore ensuring the maximum convenience of interaction with a system for users was a priority task at a project startup of upgrade. "Thanks to updating of services functionality of work in a personal account was expanded. Users obtain the preliminary information about the venue of examination and – using the calculator of calculation of a payment – information on its approximate cost and also a current status of the project. Besides, users can load and sign documentation without installation of additional software, and loading process became more convenient thanks to the optimized structure of an office".

For internal users of a System the individual personal account in which it is possible to control execution of tasks and to receive personal notifications on projects is implemented. For tracking of a current status of accomplishment of tasks and visualization of key project indicators planning tools, monitoring and creation of the reporting are implemented. Within creation of the unified information space unified registers of experts and non-staff specialists, objects of capital construction, projects and the conclusions are developed.

Pilot start of the updated system took place at the beginning of December, 2017 in the North Caucasian branch of "Glavgosekspertiza of Russia". Since the beginning of 2018 it functions in central office and all branches over the country.

Project deliverables and their value for the company:

  • Upgrade of the existing AIS of Glavgosekspertiza in 8 months
  • Since January, 2018 in a system 13 structural divisions work, examination on 14 different services is executed
  • End-to-end process of rendering services from filing of application before issue of the ready conclusion is automated (over 6300 statements annually)
  • Functioning more than 1600 regular users of a system and more than 8000 applicants through the whole country is ensured
  • A system services everyday activity of staff of FAU from Khabarovsk to the Crimea and the organization applicants for all 24/7 Russia

"Development of a system does not stop. We began the second stage of upgrade during which we are going to create components of a digital ecosystem for FAU "Glavgosekspertiza of Russia". In a system tools for comparison of versions of the project documentation and semantic search on a system and file storage will appear, also the full-function text online editor who will expand possibilities of joint work in a system will be integrated into the interface. The interactive reports allowing to prepare the regulated and independent reporting will be developed for all categories of users".
