System of execution of construction services (AIS. Construction services) provides support of complete lifecycle of providing service from filing of application before obtaining result.

Automates the following processes:

• Issue of the development plan for a land plot
• Issue of the construction license
• Issue of permission to commissioning of the facility

System designation

• Automation of public services and functions in the field of construction management at the level of the regional executive authorities (REA) and local government authorities (OMSU) of the subject of the Russian Federation;
• Control of construction of facilities of capital construction in the subject of the Russian Federation;
• Support of implementation of target models of simplification of procedures of business and increase in investment attractiveness of the subjects of the Russian Federation (regarding construction);
• Ensuring effective interaction of ROIV and OMSU with builders with a support on infrastructure of Electronic government – EPGU / RPGU SIEI UNIFIED IDENTIFICATION AND AUTHENTICATION SYSTEM.

System modules and their functions

• Module of execution of services electronically
  • Provides distribution of requests between employees, execution of each stage along in advance designed routes, a possibility of consecutive and side-by-side execution of works, control of tasks.

• Departmental Personal Account of the Applicant (DPAA)
  • It is created for ensuring work of the applicant in a system. Authorization on a Unified identification and authentication system and, as a result, legally significant interaction, the developed system of authority delegation is provided. Users of a personal account are builders, technical customers, contractors and also their representatives acting on the basis of the law or on the basis of properly issued power of attorney.

• The module of interdepartmental interaction, including the Integration Bus
  • It is intended for ensuring processes of interdepartmental electronic interaction for communication with portals of state services (EPGU/RPGU), collecting of missing data and providing replies to the requests through the system of interdepartmental electronic interaction (SIEI).

• Storage of documents
  • The module of storage of documents provides the structured placement of documentation in electronic form, work with files of the big size, signing as their electronic signature (ES), accounting of version control of documents and also print preview of documents.

• System of registers
  • It is intended for accumulation of data on the issued documents on services (GPZU, construction licenses, permissions to input). Internal registers provide the structured data view, a possibility of unloading of data in external systems. Public registers provide data for all interested citizens, reducing quantity of calls to authorities and local government.

Short process description of service performance

• Filing of application with EPGU/RPGU where the applicant enters the minimum quantity of the information required. The majority of fields predzapolnyatsya by data from a Unified identification and authentication system that significantly facilitates the procedure of filling.
• Dozapolneny statements, placement of documents in VLKZ.
• Appointment of the executive in charge as the head of department.
• Execution of tasks of stages, interaction with external systems (suppliers of information, ISOGD).
• Approval of the solution in electronic form, signing of the solution by the head, sending the solution to the applicant in VLKZ and on the corresponding portal of state services.
• The sent solution is available to the applicant to downloading and viewing in VLKZ.
• Results of execution of service and data on the issued documents are included in the corresponding register (in case of refusal providing service in the register the failure fact is fixed).
• The publication of information in the external register.

Stages of providing service

Interaction with systems

The system of execution of construction services allows to perform data exchange with the following information systems:

• The unified identification and authentication system (Unified identification and authentication system) — provides legally significant access for participants of information exchange (citizens, individual entrepreneurs, the staff of the organizations) for electronic interaction with authorities and local government.
• The System of Interdepartmental Electronic Interaction (SIEI) — allows to send inquiries and to provide information in return at communication with federal, regional authorities, local government authorities.
• The Uniform Portal of Public Services / Regional Portal of Public Services (UPPS/RPPS) — is used for submission of primary request (data on the applicant in the amount which is available in a Unified identification and authentication system, a type of service) which is transmitted through SIEI.
• The Information System of Ensuring Town-planning Activity (ISETPA) — will be provided transfer of results of provision of services in ISOGD and also other interaction determined by the customer.
• CIS Ministry of Construction Russia — for unloading of data according to the available protocols.
