Project declarations of shared-equity construction

Construction at the expense of means of shareholders - one of the most demanded mechanisms of providing citizens with housing. Meanwhile in this sphere there is a set of the shortcomings bringing to a serious consequence for participants of construction. For example, the organization which allowed considerable violations in one region continues fund raising on construction in other regions. Problems of shareholders are in focus of the top officials of the state. For regulation of the relation of builders and shareholders a number of regulations is accepted, there is a control procedure from the regional authorities.

One of measures of improvement of a situation was creation of the information system "Project Declarations of Shared-equity Construction" of the Ministry of Construction, Housing and Utilities of the Russian Federation. A system was developed in the 2017th year and was actively operated in the 2018th.

Main objectives of a system:

• Approval of data in electronic form for receiving and confirmation of the status of the builder;
• Uniform order of interaction of builders with regulatory authorities of the power in all subjects of Russia.
• Determination of problem builders in one region and instant informing on this situation of all controlling organizations for knocking over of problems.

In a system business processes of approval of primary declaration and making changes in the existing project declarations are implemented (quarterly).

Approval of the project declaration includes filling of an electronic form of the project declaration with the builder, the analysis of the declaration with regional body of share supervision, obtaining additional data (out of a system) and pronouncement of the final conclusion. Duration of primary procedure, taking into account obtaining data from other authorities - several weeks.

The decision on work with structured data, but not with the scanned copies was from the very beginning made.

Calls and technological solutions

1. Feature of the project was need of active work for the system of several thousand builders who build housing practically through the whole country. There was a concern that it is necessary to face the serious level of unavailability of builders. The strengthened qualified electronic signature (SQES), existence of an account in the Unified identification and authentication system (Unified identification and authentication system) both the company, and her employees is necessary for submission of data.

Fortunately, such excesses were practically not. By our estimates date of receipt of UKEP, registration in a Unified identification and authentication system did not exceed 3-4 weeks. what did not cause resistance of participants.

2. The project declaration - rather difficult information entity. She turns on detailed information on an object, including data on each apartment. As soon as the data model was developed, in a system the functionality of import of documents in the XML format in addition to manual filling was created. Large builders quickly enough passed to interaction in such type. In process of refining of an information model, new versions of a format were published. Import of the register of apartments from tabular editors was in addition implemented.

3. In connection with the considerable duration of process of approval of primary declaration change responsible for the request is possible from the builder therefore access to the request needs to be managed without dependence on the specific employee. For convenience of work of builders the Personal account of the legal entity, with authorization on a Unified identification and authentication system and an ability to manage by users and their rights in a System was created from the company.

4. Operation of a system allowed to start precise measurement of specific amounts of shared-equity construction, using primary data, but not generalized reports. At the same time storage of planned dates, quarterly tracking of a status of each building could give new quality of control and trends of the market.

5. Creation of the all-Russian system allowed to lower load of budgets of regions which otherwise would have to create the similar systems independently and unify works of share supervision on the whole country. During operation discrepancies in understanding of the legislation at the level of different regions were revealed and the specific decisions realized in an information system are made.

6. Quarterly several thousands of builders submitted data on changes to project declarations almost at the same time within 3-4 days. Tracking of loading and advance actions for optimization of a system and selection of additional capacities was constantly carried out.

7. Giving of quarterly changes led to data-refresh in Project declarations about each object and need of signing of UKEP of the changed declarations. At large builders about 150 objects at the same time are relevant. For convenience of such users function of making changes and initiation of dialog of resigning of declarations was most automated.

8. Integration into the Unified information system of housing construction which operator is JSC Дом.РФ was an important task. During the project the format and the data transfer protocol was developed, unloading is adjusted.

Creation of the all-Russian system, reduction of number of defrauded investors was result of a project work. Due to the change of the legislation results of work are picked up by JSC Дом.РФ and develop this company now.
