2017: Implementation in executive authorities of the Ryazan region AS of project activity

In 2017 the top management of the Ryazan region set for itself the task of implementation of the project and target management model allowing to pass from accomplishment of functions to work to result, and, so it is more correct to dispose of expenditure of working time of government employees and taxpayers money.

Within this task in the region the organization structure of management of project activity was built, the normative and legal and methodical base is developed, process of formation of a regional project portfolio is started. Element formations of a management system for project activity automation of all processes of management of projects became important.

Project Objective

Implementation and automation of project activity according to the developed regional methodology of project management and the recommendations of federal project office.

Tasks

• Create a common information space for the organization of work of employees.
• Provide fixing of the made decisions and offers on a project startup.
• Provide collecting of the reporting and a possibility of monitoring of deviations by parameters of projects.
• Increase number of the implemented projects in the region.

Results

• Based on the Advanta platform the single system of project management is created.
• Projects are organized in structure on responsible authorities.
• The schedule is configured and automatic collecting of the fact on project implementation is started.
• Reports with visualization of the deviations and problems arising in the project progress are configured.
• The uniform instrument of communications between participants of project activity is created.

During this project system implementation of Advant was made in the regional project office formed at the Government of the Ryazan region. The implemented solution provides tools for project management according to the approved regional methodology of project management and the recommendations of Federal Project office. Since the beginning of 2018 within implementation of regional projects in a system employees more than 20 ministries and departments of the Ryazan region work, at the same time the actions plans on creation and development of a system of project management created until 2020 are implemented. we started Work on embedding of project activity in the regional system of public administration in 2016 with a clean slate. As of 2017 our project portfolio contains already 28 projects in the most different fields of activity, 16 authorities are involved in project activity. And these digits constantly increase. Having only several people, the main rate at the order we made for two moments: limit simplification of methodology on start and automation of all processes. Implementation of the complex IT solution on automation of project activity helped us to involve the top management due to formation of system vision and ensuring transparency of project development and also to overcome resistance of employees due to decrease in reporting loading and fixing of processes in an information system.

• > 50 instructions;
• > 290 users.
