Content

The PERSONNEL system - the complete solution - the automation system of personnel office-work made by Electronic Office Systems company from 2002 to this moment. A system is intended for automation and business process optimization in the field of personnel management: maintaining the staff list, personal cards, business trips, holidays, time keeping of working time, formation and maintaining orders on staff.

A system belongs to the class of HRM systems, is implemented based on the latest technologies, is flexibly configured, it is scaled and it is used both in small, and in the large companies. Owing to specifics of a system the main groups of her consumers are: public sector and authorities, the financial sector, the enterprises of the industry (in t. h geographically distributed organizations) and fuel and energy sector. According to a research, the conducted CNews Analytics (March, 2006), the PERSONNEL system entered in TOP-10 the most demanded information systems in federal executive authorities of the Russian Federation[1].

Since April, 2013 Electronic Office Systems company, the solution designer, opened access to the PERSONNEL system on model of Open Source (the free distributed software). The distribution kit and source codes of a system are posted on the website of EOS Group. A condition of receiving the PERSONNEL system on model of Open Source is consent with the corresponding license agreement. Use of the solution as free extended provides lack of any obligations from the developer for service and ensuring technical support.

PERSONNEL 4.0

New PERSONNEL version 4.0 includes a multi-language support, thus, now a system can work with any language version of Windows. Changes are made to logic of work with information on holidays of workers. The possibility of formation was published in the system of any orders, by formation of new templates of the registration cards (RC) of orders and templates of printed forms of orders. Fields of personal cards are finished, the number of the configured settings are expanded. The possibility of creation of templates for report generation of any form and their subsequent use is provided in a system. There was a possibility of preserving of settings at display of search result, possibilities of control of correctness of data entry are expanded. Also the system interface, buttons and icons in the program of steel more visual is finished and convenient, at the same time succession with external a version type 3.4 is most saved.

System performance

Functions

The PERSONNEL system performs a number of functions. It is possible to carry the following to basic functions.

  • Maintaining staff list. Function allows to create and conduct organizational and regular structure of divisions of the enterprise, to browse information on workers, on a talent pool. Provides an opportunity to connect with the enterprise, division or a position electronic documents (certificates, regulations on divisions, job descriptions, etc.), to prepare output documents according to the staff list, including the regulated reporting. In case of disbandment of the enterprises and divisions all data remain in the database.

  • Maintaining personal cards of workers. Information on workers is grouped in sections (Basic data, "Work in the past", Length of service, "Movements on service", "Advanced training, retraining", etc.) that allows to set setup of jobs of specialists of the relevant services. An opportunity to receive experience value for any date set by the user, to connect additional electronic documents (the summary, the personal record, etc.) with the worker, to prepare personal output forms (T-2, T-2GS, the reference fact sheet, etc.), to obtain information on long ago to the dismissed workers, etc. is provided. The volume of the stored information on workers significantly exceeds requirements of T2 form.

  • Orders. Function provides an opportunity to create orders on staff (orders on acceptance, movement, on the direction in a business trip, about encouragement, etc.) and to automatically transfer data from orders to personal cards of workers. Printing of orders is provided in the unified form. During the work with the list of the orders registered in a system the mechanism of selection of orders on the condition set by the user (to type of the order, a surname of the worker, time of consciousness of the order) with the subsequent output of the received list to printing is used.

  • Business trips. Function provides to the user an opportunity to register information on business trips of workers. Data on the sent workers, destination points, the business trip period, its type (on regions of the Russian Federation, local the CIS, a business trip abroad), the business trip purposes, the maintenance of a task allow to create traveling certificates and office tasks and also to perform analytical work – selection of business trips on the condition set by the user, preparation and printing of report forms. Information on business trips is automatically displayed in personal cards of workers.

  • Talent pool. Function is intended for accounting of candidates for substitution of the positions of the staff list which are not working in the organization now. Personal information on candidate specialists is brought by the user in a personal card of the candidate and automatically displayed in the relevant divisions and positions of the staff list. At acceptance of the candidate for work automatic copying of information from a personal card of the candidate for a personal card of the worker is provided.

  • The sheet of a time recording is a mechanism for a time recording and type of a worked time both daily, and totally in a month. When maintaining time keeping the calendar of days off and holidays and automatic transfer of information from personal cards of workers (the movement on service given on holidays, business trips and sick leave notes) are used.

  • Search. Function of search allows to select information on workers using the search queries created by the user. Formation of search queries perhaps more than according to 90 details of a personal card of the worker. Search result is the table which format can be established by the user, with the subsequent output of the table to printing.

  • Reports and references. Function provides preparation and printing of different references, reminders, analytical reports and statistical forms, including forms 1-GS, 2-GS, 1-MS, 2-MS.

In the PERSONNEL system there are also additional functions.

  • Automatic numbering. The mechanism of automatic numbering of personal cards, personnel numbers and orders on staff is implemented. Different types of formation of automatic numbers which are defined by the technologist in system tinctures are provided.

  • Recalculation of salaries. Function executes package recalculation of the salaries (and the related allowances) changed: for number of percent; in number of times; on number of monetary units.

  • Control of data of LK. The user is given an opportunity to independently make necessary conditions for control of data of a personal card and to save the conditions created to them under the set names. As a result the user creates a card file of conditions of control which uses at data validation.

  • Viewing the reports created through Crystal Reports. Using Crystal Reports the user can independently create required reports (a system includes demonstration examples).

  • Recording of data. Function of recording of data allows the technologist to obtain the additional information about work of users with a system.

For a full-fledged work of the PERSONNEL system it is necessary to observe a number of the system requirements imposed on server and the client software.

Application

The PERSONNEL system is used for the solution of different tasks of HR departments.

  • Heads use a system for creation of work with personnel resources of the organization, having an information access, necessary for decision making.

  • Human resources managers use a system for maintaining personnel information according to the unified formats and regulatory requirements of the Russian legislation, search of necessary data, report generation and references, export of data to 1C, at the same time a system provides the necessary level of confidentiality of personal data of employees.
