Zhilishchno investment company of the city of Kazan (EDMS)

The Interfeys company ‑ the partner of BOSS-Referent company in Tatarstan, completed the main stage of the project on creation of a project management system for "Housing investment company of the city of Kazan" ("ZhIK of the city of Kazan").

The solution is based on integration of three products among which EDMS BOSS-Referent provides support of collective work of specialists of the company and control of performing discipline. In addition, the choice the BOSS-reviewer for workflow automation, allowed "ZhIK of the city of Kazan" to pass to exchange of electronic documents with City administration of Kazan which uses several years EDMS BOSS-Referent.

"The housing investment company of the city of Kazan" – one of the largest investment and developer organizations in the Republic of Tatarstan – specializes in the complex projects which are beginning with investment and design of buildings and coming to an end with operation of the objects constructed by them. Active growth of the company and the decrease in controllability, transparency of processes which followed it, efficiency of interaction between divisions of the company led the management to understanding of need of review of the existing regulations of work and automation of basic processes.

For carrying out analytical inspection and project implementation the Interfeys company was selected, there are already a lot of years successfully rendering services in information technology field in Tatarstan. The research of an organization structure, spheres of responsibility and rules of interaction of divisions conducted in January, 2008 showed expediency of automation of three the processes, main for business: control of performing discipline, budgeting and management of execution of projects.

Specialists of Interfeys company began the project of creation of "Information management system" for "ZhIK of the city of Kazan" with the detailed description of the processes which are subject to automation. Special attention was demanded by process of management of execution of construction projects which was separated into stages between which communications were accurately regulated. All three processes were significantly rebuilt and most formalized.

The technology basis of "Information management system" was formed by three software products integrated among themselves: EDMS BOSS-Referent, 1C Enterprise and "Int-Proyekty" (development of Interfeys company).

EDMS BOSS-Referent and the Lotus Domino/Notes IBM platform used by it provided opportunities for collective work of staff of "ZhIK of the city of Kazan" (corporate e-mail, the organization of meetings, personal and group scheduling), for internal document flow, purpose of instructions and control of performing discipline. Support of external electronic document management between "ZhIK of the city of Kazan" and the City administration which is also using EDMS BOSS-Referent became unique advantage of a system. It strongly simplified and accelerated interaction of specialists of the construction organization with the mayor's office from which instructions, orders and other documents arrive.

Using 1C the budgeting system which is automatically creating the actual and planned targets on the basis of the entered primary data is implemented. The project management system ("Int-Proyekty") is focused on tasks of the guide to execution control, than on resource allocation. Integration with a system BOSS-Referent is implemented in the form of automatic generation of instructions on projects at approach of certain stages which come to mail or a personal account of EDMS. Creation of "data mart" of the head – a single window on which in a convenient form information from all three systems is displayed became the final stage of the project. Through a data mart the management can approve the register of payments, browse data on the current financial status, a balance in cash on the account, to execution of instructions, to check the course of all projects and to issue necessary tasks. Access to a data mart is provided via the web browser.

Now in a system all company executives work, and the total quantity of users contains about 100 is almost all staff of the organization.

According to our calculations, obtaining initial allowing documentation on construction of "ZhIK of the city of Kazan" requires twice less time, than on average to builders of our city. It is result of accurate debugging of processes. In a control system of execution of projects the result of work of one department smoothly overflows in an original informatin for another. The movement of information does not stop for a second. If in the project difficulties appear, then they are visible in a system at once", - Aygyul Salakhiyeva, the director of the department of development of "ZhIK of the city of Kazan" comments on project deliverables.

Now the project is complete, and a system from the middle of the 4th quarter 2008 is put into commercial operation. In plans development of a system – process automation of approval of documents, implementation of the EDS and closer integration of all software products which are logging in.
