2018: Ukrainian syringe manufacturers suffer losses due to their imports

As it became known on October 3, 2018, the interdepartmental commission on international trade (ICMT) is ready to make a decision on an investigation into syringes imported to Ukraine from India, Turkey and China.

The ICMT investigation was launched in October 2017 on the proposal of the Ministry of Economic Development of Ukraine based on the results of the consideration of the complaint of two manufacturers of medical devices - PJSC Gemoplast (Odessa region) and PJSC Tyumen-Medico-Smela (TMC, Cherkasy region). The companies motivated their statement by the growth during 2015-2016 of the combined part of imports from India, Turkey and China relative to consumption by 13% and 120%, respectively. At the same time, the production volumes of Hemoplast and TMC during this period decreased by 19% and 35%, respectively, and sales in the domestic market - by 14% and 30%. According to Hemoplast and TMC, the import of syringes from India, Turkey and China into Ukraine was carried out in such volumes and under such conditions as could lead to harm to the national producer.

According to official data, together these two enterprises occupy about three quarters of the entire Ukrainian syringe production market.

Meanwhile, according to October 2018, another syringe manufacturer is operating in Ukraine - Yuri-Farm LLC (Cherkasy). The economic performance of the company during 2014-2017. showed stable growth, despite competition with imported analogues.

In case of positive consideration by the ICMT of the complaint of two national manufacturers, it is possible to withdraw some imported syringe manufacturers from the Ukrainian market and further narrow the range.

Earlier, Hemoplast and Tyumen-Medico-Smela have repeatedly appealed to the ICMT and MERT (Ministry of Economic Development and Trade of Ukraine) with a request to introduce protective duties on the import of syringes.[1]

2008: Barrage duties on syringe imports from Spain, Germany and the UK

In 2008, the interdepartmental commission on international trade (ICMT), on the initiative of the manufacturers of medical devices "Hemoplast" and "Tyumen-Medico-Smela," initiated an anti-dumping investigation against the import of polymer syringes from Spain into Ukraine (Becton Dickinson S.A.), Germany ( Vogt Medical and B. Braun), UK ( Medical Project) and China ( Changzhou Heshou Medical Appliance Factory), as a result of which protective duties were introduced, which gave national producers significant preferences in the market. As a result, German and British manufacturers left the Ukrainian market, and the market share of Chinese and Spanish syringes was significantly reduced.

2001: Syringe import restriction precedent

In 2001, a precedent was set for restricting the import of syringes on the Ukrainian market - then the interdepartmental commission on international trade (ICMT), on the initiative of Hemoplast, a manufacturer of medical products, introduced quotas for the import of syringes from Russia, Slovakia, Belgium, Ireland, Poland, Germany and Spain for four years.
