2019: The Russian motorists will be able to make out road accident and to receive payment for the CMTPL through Госуслуги.ру
On January 16, 2019 it became known that the Russian government prepared the draft resolution, simplifying document creation about road accident for receiving payments for the CMTPL. In 2019 it is going to create special mobile application through which motorists will be able to send to insurance company the digital notification on accident.
The document was developed the Ministry of Telecom and Mass Communications and the Central Bank, the director of the department of development of the electronic government of the ministry Alexey Gorobtsov told Vedomosti. The representative of the Central Bank confirmed to the edition this information.
The users registered on the portal of state services will be able to give the notification on accident in electronic form through the application for smartphones. Reduce time for document creation, participants of the road accident issued according to the European Accident Statement i.e. without participation of police officers will be able.
For the automated design of road accident drivers should have no disagreements concerning circumstances of incident, on smartphones of participants of road accident the special application should be installed. In case of implementation of technology it will become simpler to drivers to assert the rights in disputes with insurers on a compensation amount, the head of Federation of car owners of Russia Sergey Kanayev considers. In a case when data on road accident are sent not directly to RSA or insurance company, and are fixed through the application coordinated to electronic PTS at the motorist the additional proof of the correctness can appear.
According to the director of directorate of retail business of Ingosstrakh Vitaly Knyaginichev while it is unclear whether the list of the damaged parts according to photos will be able correctly to create the application if they are made, for example, in night-time or if the car dirty.[2]
