Lanit will develop the General scheme of development of communication networks of the Russian Federation for the period from 2018 to 2024

According to the message of November 23, 2018 the Ministry of digital development, communication and mass communications of the Russian Federation (Ministry of Telecom and Mass Communications) signed the contract with Lanit for development of the General scheme of development of communication networks of the Russian Federation for the period from 2018 to 2024. Wiring design keeps within the actions plan in the Information Infrastructure direction of the Digital Economy of the Russian Federation program. The contractor will execute the state order for 17.5 million rubles. All funds will be allocated from the federal budget.

It agrees to the terms specified in the actions plan, the General scheme of development of communication networks should be developed in December, 2018. At the same time the duration of the contract expires on December 31, 2018.

The Ministry of Telecom and Mass Communications expects to receive the concept and the system draft of the General scheme of development of communication networks of the Russian Federation for the period from 2018 to 2024, technical specifications on development of software tools of the General scheme, the project and technical requirements on the HSC providing updating of accounting of the scheme of development of communication networks, the project, technical requirements and conditions on General scheme infrastructure on connection to HSC of resources of addressing.

According to the contract, Lanit in development of the General scheme will rely on state statistics, data concepts and programs of separate branches of the economy regarding plans and the needs for informatization, reports of telecom operators in authorities and information on a current status of communication networks in the Russian Federation with indication of development plans, materials GSMA GSA, 3GPP, NGMN, 5G Americas, ITU- R, ITU-T and other sources of legal, technical and technology information.

The Commission of FAS revealed the violation of Part 6 of Article 52 44-FZ which was expressed in inadequate execution of the protocol of opening of envelopes with requests in actions of a tender committee of the customer. In the protocol there were no indicators on evaluation criteria, the sequence number of the applicant was also incorrectly specified. The instruction was not issued as the FAS Russia exercises control of the procedure of purchase execution (until signing of the contract). At the time of submission of the complaint, the contract was signed^[1].
