"Project practice" trained in work with a management system for project activity of staff of municipalities of the Udmurt Republic

2019: Training in work in GIS UPD OV of the Udmurt Republic

On May 7, 2019 it became known that municipalities of the Udmurt Republic are ready to work in the state information management system as project activity.

On April 23, 2019 Proyektnaya praktika Group provided distance learning on work in GIS UPD OV of the Udmurt Republic for heads and deputy heads of municipalities of the Udmurt Republic. About 100 people took part in training.

The main focus in training was placed on management of the regional projects directed to achievement of goals and indicators of national projects (according to the Decree of the Russian President of May 7, 2018 No. 204 "About the national purposes and strategic problems of development of the Russian Federation until 2024").

Collecting of the reporting and monitoring of current status of projects from the top management is one of the main tasks of control automation of project activity in the region. The functionality of the information management system project activity of the Udmurt Republic easily copes with it.

Periodical and timely filling the status reports with project managers, participants of project activity and contractors of actions of projects allows the management to be aware of current status of actions, problems and project risks that is necessary for acceptance of strategic decisions.

GIS UPD OV of the Udmurt Republic will provide interaction and control of achievement of goals and indicators of regional projects not only at the level of project managers, but also at the level of municipal entities. Jointly the made strategic decisions on implementation of these or those actions of regional projects, their detailed study from each participant will allow to raise qualitative schedule system in the territory of the Udmurt Republic which in turn will positively affect achievement of assigned tasks. Representatives of all municipal entities of the Republic are connected to GIS UPD OV of the Udmurt Republic. This information system will allow to obtain in real time up-to-date information about a current status of the implemented project in the territory of each municipal entity: the planned actions, control points, executives in charge, documents confirming execution of works. Besides, a system allows to receive detailed project reports and to provide permanent monitoring of the project progress. On December 14, 2018 the Project PRAKTIKA company reported that in the Udmurt Republic implementation of a project management information system on the platform PM Foresight is complete.

According to the company, the state project management information system is developed by the group of experts Project PRACTICE, the Ministries of informatization and communication of the Udmurt Republic, the Ministry of Economics of the Udmurt Republic. It is expected that a system will be demanded by specialists of Regional project office, government employees of executive bodies of the government and municipal entities of the Udmurt Republic for management of regional projects as a part of national projects, priority regional and also departmental projects.

The state information management system to the Udmurt Republic is developed by project activity of authorities based on the domestic software - the platform PM Foresight.

System implementation was executed in several stages. At the first stage specialists Project PRACTICE deployed the standard solution PM Foresight for public authorities and showed a system to the management of the region as a part of the Prime Minister Semyonov Ya.V., the First Deputy Prime Minister Svinin of A.A., the Minister of Economics Tumin M.I. and the Minister of informatization and communication Medzhitov T. R., having received at the same time positive reviews. During further works a system was finished taking into account the regulating documentation of the federal and regional level, end users were trained and approbation of a system on pilot projects is carried out.

As methodical base in a system the Government decree of the Udmurt Republic No. 198 is put. Also in a system are considered the Decree of the President of the Russian Federation No. 204 of May 7, 2018. "About the national purposes and strategic problems of development of the Russian Federation until 2024" and the Methodical instructions on development of national projects (programs) approved by the Government of the Russian Federation 6/14/2018. It allows to be among the Udmurt Republic for December, 2018 of the first Regions which have a Passport of the regional project both the Additional and proving materials form automatically, on the basis of data of a system, but not manually.

Approbation of the state project management information system was executed on the pilot projects determined by the Management of the region. Such projects as "Formation of the modern urban environment of the Udmurt Republic", "Available additional education for children", "Complex development of the monotowns of Sarapul, Glazov, Votkinsk" and others were a part of a pilot zone of implementation.

In November, 2018 all works on implementation of the state project management information system were completed, acceptance tests based on which a system it was transferred to pilot commercial operation were carried out.
