2015: Development of the system of hands-off processing of documents from FSSP

At the end of 2015 "Cinimex" completed the works in the autonomous area Alfa-Bank on development of the system of hands-off processing of the documents coming to bank from Federal Bailiff Service Russia (FSSP). During the project specialists of "Cinimex" developed the integration module on open JBoss EAP platform c use databases Oracle, and performed integration of the module into the bus of bank, services of information search, the system of informing clients and the information gateway for connection to SIEI. The software solution was developed by specialists of "Cinimex" in full accordance with business requirements of Alfa-Bank and provisions Governments of the Russian Federation of Resolution No. 1184 "About measures for ensuring transition of federal executive authorities and bodies of state non-budgetary funds on interdepartmental information exchange in electronic form".

For the purpose of execution of requirements of the Federal law "About Enforcement Proceeding" No. 229-FZ of JSC Alfa-Bank in cooperation with Cinimex company implemented the project on connection to automated information system of Federal Bailiff Service of the Russian Federation. According to Article 65 No. 229-FZ in the course of the search actions for the purpose of performance of judicial acts of FSSP of Russia has the right to request information on debtors (legal entities and physical person) and their property from banks. Banks, in turn, are obliged to perform search among the clients and to provide to department the answer during stipulated in Clause 69,229-FZ terms – 7 calendar days.

Need of transition to electronic document management between bank and FSSP was caused by the increasing volume of requests of department and its territorial authorities on paper carriers which processing in the manual mode required staff increase and did not allow to provide the guaranteed providing the required reporting in the time established by the law. The amount of once arriving requests in one region could reach several thousand a day.

For the solution of this task Alfa-Bank needed to develop and implement the automated system performing request processing on search of accounts of debtors among the clients – physical persons and legal entities, preparation and sending reports according to requirements of legislations and also processing of resolutions of FSSP on collecting from accounts of debtors at the second stage. The choice of the contractor was performed by bank on the basis of the tender based on which project implementation was entrusted Cinimex company.

During the project specialists of "Cinimex" developed the integration module with the system of informing clients on the open JBoss EAP c platform use of the Oracle database and performed integration of the module into the bus of bank and services of information search and the information gateway for connection to the System of Interdepartmental Electronic Interaction. In a system request processing on search of accounts of legal entities and physical persons and the execution of judgments on accounts of individuals is implemented.

The main complexity of the project consisted in "branched logic" of processing of different types of resolutions and different account types. Besides, it was necessary to perform integration with the different systems of bank for implementation of processes of arrests and write-offs. Implementation took place in several stages with adding of new functionality that demanded specific approach to regression testing of a system. Within software development the automated regression testing which strongly simplified was implemented and accelerated step-by-step implementation of functionality and allowed to deliver to bank qualitative software at all stages of implementation, including completions and changes on the project course.
