In the Chechen Republic the project on identification of the real estate which is not involved in taxation is implemented

On December 25, 2018 the Parus company reported that within works on mobilization of the local taxes of the Chechen Republic the pilot project on identification of the real estate which is not involved in taxation is implemented. Thanks to integration of a system of municipal accounting Parus with a geographic information system comparison of attributive data on a real estate to the orthophotomap became possible.

Within a pilot project orthophotographing of several districts of Grozny was carried out. Each real estate is displayed on the orthophotomap with indication of attributive data from software "Parus" on property, his owners, the property basis, the tax status (inclusiveness in FTS base). As a result of check the objects which are not registered in cadastre were identified, cases of use of the registered real estate with violation of borders, established facts of self-capture and inappropriate use of the earth are revealed.

A system allows not only to reveal violations, but also to manage procedures for attraction of these objects to taxation, in particular to create notifications to the actual owners about need of setting on the cadastral registration or elimination of the revealed violations, to control works on attraction of objects to taxation.

Results of a pilot project showed expediency of use of the offered technology within all region. Existence of such system in the republic will allow not only to expand own taxable basis: the created data array is demanded in work MFC, the regional ministry agriculture, the ministry constructions and HOUSING AND PUBLIC UTILITIES, statistical, control and supervising and other bodies.

The project of mobilization of the local taxes using software "Parus" is step by step implemented in the Chechen Republic within several years. Originally pokhozyaystvenny accounting was transferred to an electronic form, then municipal accounting was centralized at the level of the region, inventory of the land plots and objects of capital construction is carried out, the taxable basis on a real estate by integration of a system Parus with services EGRN and FTS is updated Russia.
