2019: Discussion of cooperation in the field of digital technologies

On October 1, 2019 Kontserna Avtomatika reported that the governor of Kamchatka Krai Vladimir Ilyukhin and the CEO of JSC Kontserna Avtomatika of State Corporation Rostec Vladimir Kabanov discussed cooperation in the field of digital technologies, including project implementation "The safe city", carrying out monitoring of a forest fire situation using unmanned aerial vehicles, a possibility of implementation of a hardware platform Elbrus in public authorities of Kamchatka Krai and also use of the hardware and software system "Photon PAK of PB" for ensuring communication in hardly accessible and remote districts of the region.

Working meeting took place in the Government of Kamchatka Krai in Petropavlovsk-Kamchatsky. The State Corporation Rostec was also represented by the deputy CEO of National Center of Informatization (NCI) LLC Georgy Chyorny. Besides, the Deputy Prime Minister of Kamchatka Krai – the minister of special programs and for the Cossacks of Kamchatka Krai Sergey Habarov participated in a meeting.

A number of offers, according to participants of the meeting, can be successfully implemented in the remote territories of the region. In particular, it was talked of monitoring of a forest fire situation.

We suggest to implement the system of video filming which allows to give an assessment not only directly to a situation in the territory, but also to create some kind of analytics – to consider the areas covered with the wood, its types and arrangement told the CEO of JSC Avtomatika Concern Vladimir Kabanov

Vladimir Ilyukhin noted that it is very perspective for implementation on Kamchatka a digital system. He said that

it is necessary to work possibilities of forest fire monitoring

for ensuring safety of the woods of Kamchatka.

I Believe that this system can be applicable also for monitoring of spawning areas that timely and objectively to estimate as far as they are filled. I charged to study and give attentively an assessment to all offers read during the meeting because any digital solutions directed to increase in comfort and quality of life of residents of Kamchatka are interesting to us

The Avtomatika concern presented also other technical solutions, including Kriptobiokabina for MFC in which the citizen can receive service, for example, to issue the foreign passport; providing territories with communication which do not cover mobile operators. Vladimir Kabanov told about a possibility of creation of the Situational center of the Governor of Kamchatka Krai, perspectives of use of the automation equipment of electoral process, including terminals for electronic vote and ballot paper processing systems and also about application of complexes of fight against unmanned aerial vehicles of different types. The parties brought up a question of implementation of a hardware platform Elbrus in information systems of executive bodies of the government of Kamchatka Krai and the organizations subordinated to them.

The Deputy Prime Minister of Kamchatka Krai Sergey Habarov noted that the region considers the possibility of installation of base stations of cellular communication on routes in the direction from Petropavlovsk-Kamchatsky to Milkovo and Ust-Kamchatsk.

Besides, in terms of requirements of anti-terrorist security installation of frame metaldetectors with a control system and face recognition and a possibility of operational information transfer in law enforcement agencies is of interest. At the request of the Governor we will study all offers of Rostec and we will prepare offers to Vladimir Ivanovich on those tools which are the most reasonable for implementing on Kamchatka, concluded Sergey Habarov

During the meeting of the party also discussed issues of implementation in the territory of the region of a hardware-software complex "Safe city".

Within the agreement signed between the Government of Kamchatka Krai and Russian Technologies State Corporation for several months there was a collaboration in consolidation on a single integration platform of segments of the existing security systems, such as "112", warnings of a tsunami, seismomonitoring, video surveillance and the notification that will allow them to work not separately, and in a complex.

According to Sergey Habarov, for the beginning of October preparation of technical specifications on design of this system which will be directed in comes to the end MINISTRY OF INTERNAL AFFAIRS and MINISTRY OF EMERGENCY SITUATIONS Russia.

Due to the expansion of a circle of the discussed issues and backlogs of cooperation according to the results of a meeting it was entrusted to Agency on informatization and communication of Kamchatka Krai to create the permanent working group on coordination of interaction of the Government of Kamchatka Krai with State Corporation Rostec. The Avtomatika concern and other companies of a radio-electronic cluster of Rostec offer a full range of solutions on digitalization of city infrastructure, each of which considerably will increase comfort of citizens and optimizes management of the region. 2018: Discussion of implementation of the Smart City and Safe City systems

On December 26, 2018 the State corporation "Rostec" reported that together with government of Kamchatka Krai intend to develop cooperation which will promote digital transformation of the region. The agreement on it was signed during working meeting the governor of the region Vladimir Ilyukhin and the industrial director of a radio-electronic cluster of State corporation Sergey Sakhnenko. Cooperation will affect digitalization of the industries of production, the sphere health care educations tourism, the public and municipal administration. Special attention will be paid to interaction of the parties on development in the seismodangerous region of systems "Smart city" and "Safe city".

Rostec is ready to develop the Smart City and Safe City systems taking into account natural features of Kamchatka Krai.

Kamchatka is the territory special. In the territory of the country there are subjects comparable to Kamchatka Krai on extent of threats regarding earthquakes, no tsunami, eruptions of volcanoes, an avalanche any more. Floods, the natural fires, special activity of wild animals also are added to this list. That effectively to manage these risks, the system of timely and high-quality monitoring, eventually our most important task – security of inhabitants of Kamchatka is necessary. In this sense we stake on cooperation during creation of the Safe City complex which, I am sure, at the correct design will help to control the risks existing in Kamchatka Krai for timely decision making. Among initiatives of Rostec there is a creation in the region of competence centers on digital development of economy, cooperation in training of highly skilled IT specialists. Also sales opportunity of hi-tech investment projects of Rostec in the field of IT and radio electronics in the territories of the advancing social and economic development created in Kamchatka Krai is considered.

Creation of the intellectual managed infrastructure for the comfortable living environment – an important trend of digital transformation of society and economy. This task becomes more and more relevant, however it is solved yet not in all regions of Russia. Considering strategic approach of the government of Kamchatka Krai and also difficult natural and geographical features which need to be considered during creation of the intellectual platform, Kamchatka Krai can become one of the most advanced territories implementing the projects "Safe City" and "The smart city.
