2025: New ₽4,7 Billion Terminal Construction

In August 2025, the construction of a new passenger terminal at Murmansk Airport is being completed. The volume of investments in the project is ₽4,7 billion. The facility is part of the Novaport holding and will become the largest infrastructure project in the aviation industry of the Murmansk region.

According to Interfax, Evgeny Yankilevich, General Director of Novaport Holding LLC, announced the adjustment of the deadlines for the completion of work at a working meeting with the Governor of the Murmansk Region Andrei Chibis. Initially, the company planned to hand over the facility ahead of schedule in September 2025, but for objective reasons this turned out to be impossible. Evgeny Yankilevich said that construction work will be completed in accordance with the general contract by November 15, 2025. According to him, the inspection of the progress of construction showed the reality of compliance with the established deadline, and residents of the region will receive a modern infrastructure facility on schedule.

As of January 2025, the construction readiness level of the new passenger terminal was 56%. The project is being implemented using the Project Financing Factory mechanism, which provides an optimal financing structure for a large infrastructure facility.

Earlier, Sberbank, ВЭБ.РФ and Novaport signed an agreement on the provision of a syndicated loan for the construction of the terminal. This financing scheme allows you to distribute risks among several financial institutions and ensure a stable flow of funds for the implementation of the project.

The new terminal will significantly increase the capacity of the Murmansk airport. After commissioning, the facility will be able to receive up to 3 million passengers per year, which is more than twice the current figures. At the end of 2024, the airport served 1.467 million people, which confirms the need to expand infrastructure.^[1]

According to the work plan, it is planned to connect the central apron with the northern one, build a patrol road, new fences for the perimeter of the transport infrastructure facility, taxiways and a new emergency rescue station. At the moment, the reconstruction of the station square is already underway.

The modernization of the infrastructure of the air harbor will increase passenger traffic and accept more flights.
