Sberbank distributed tasks to external software developers for 1.5 billion rubles

Sberbank involved developers from the market to creation and modification of the application software in 2019-2020. On March 11, 2019 the corresponding competition for the total amount of 1.8 billion rubles was announced.[1] of June the purchase adoption of the outcome took place.

Sberbank involved third-party developers to modification of the application software

Purchase of Sberbank consisted of 16 separate lots. They, in particular, included such tasks as development and modification of the application software regarding functionality of financial systems, corporate and investment systems, processing, acquiring, the systems of customer service of individuals, etc. The cost of each lot was estimated at the amount from 56 to 183 million rubles.

The most expensive lot was devoted to development and modification of the application software regarding functionality of the systems of Department of technology development of Sberbank. According to conditions of bank, implementation of all amount of works in this direction, requires not less than 35 chief developers, not less than 9 leading developers and from 4 developers with a testing avtomatizator role.

For an example, basic requirements to the chief developers are as follows:

  • Experience of 5 years of development of systems with labor costs not less than 1000 persons days.
  • Knowledge of the main methodologies of development (Agile, DevOps, etc.)
  • Experience of team development using Confluence, Jira
  • The higher technical education
  • Existence of the certificate of Oracle Certified Java Professional Programmer (for developer Java)
  • Experience with technologies: Java, Spring Boot, Kafka, Docker, SQL, JSON, REST, Git, Jira, Hibernate, Gradle, JMS, JAX-WS, Jenkins, UML, Junit (for developer Java)

Also the bank set maximum rates of specialists for a project team of the participant.

Under the terms of the customer one participant could be recognized by the winner no more than in 3 lots at the same time. At the same time each specialist from a project team of the participant could be involved only in one lot.

As a result of consideration and assessment of requests of participants winners were determined by 15 lots from 16. So, the EPAM Systems company won lot on development and modification of the application software regarding development of functionality of the corporate and investment systems of Sberbank (a limit of the general agreement - 151.75 million rubles).

Tatmobileinform Sidisi will be engaged in development and modification of the application software regarding development of functionality of network of sales of Sberbank (53.36 million rubles).

The Inleksis company won two lots - on development and modification of the application software regarding functionality of financial systems of bank (105.16 million rubles) and also development of the application software for development of technologies of "Big Data" (58.37 million rubles).

The Witte of an Innovation company got 4 lots on development and modification of software:

  • regarding implementation of requirements of a tribe "Special solutions" (65.9 million rubles)
  • regarding implementation of requirements of Risks Blocks and work with troubled assets (102.35 million rubles)
  • regarding development of functionality of customer service of individuals (114.65 million rubles)
  • for implementation of requirements of a tribe of Core Banking Products and management of welfare (68.36 million rubles)

Jet Infosystems won lot on development and modification of the application software regarding development of functionality of processing and lifecycle of the payroll agreement in Sberbank. The limit of the general agreement with the company makes 147.51 million rubles.

Techno Diasoft will be engaged in development and modification of the application software regarding development of functionality of acquiring (144.1 million rubles).

About Premium IT Solution the general agreement about development and modification of the application software regarding development of functionality of interaction with state agencies (57.73 million rubles) will be signed.

Technoserv Consulting will develop software for financial analysis of clients in processes of monitoring of Sberbank (58.34 million rubles).

"Bell Integrator" will be responsible for software development for development of products of global markets (130.8 million rubles).

Accenture was won by lot on development and modification of the application software regarding development of frontal functionality of the retail systems of remote links of Sberbank (144.06 million rubles).

Regarding development of functionality of debit cards and the loyalty program of Sberbank "BSS" (145.07 million rubles) will be engaged in development and modification of software.

Thus, Sberbank can spend about 1.5 billion rubles for accomplishment of all works on 15 lots. At the same time the starting price of purchase (the amount of 16 lots) was 1.8 billion rubles.

1.8 billion rubles are not so much in scales of Sberbank, these are about 6% of revenue of SberTech for 2017 when the company was at peak of the development, - one of its former employees explained TAdviser. - But after the restructuring of SberTech which took place in 2018, people wallowed in routine, and is not enough for development of resources. In a translation result of developers from SberTech in bank there was a blur of IT competences. The synergy left. It is probable therefore involvement of developers from the market was required.

In April, 2018 TAdviser published information on plans of Sberbank to transfer about 8000 of 11000 employees of SberTech to staff of bank. At that moment in Sberbank did not begin to comment on data, but in May decided to answer questions of TAdviser. The senior vice presidents, co-directors of the Technologies block Sberbankanikita Volkov and David Rafalovski explained the reasons of this step and told about further perspectives of development of SberTech [2] (in more detail).

The group Sberbank implements a large number of IT projects within strategy 2020. Core competencies on development are concentrated in bank and SberTech, - told TAdviser in the press service of bank. - At the same time, the bank attracted to implementation of a number of tasks and involves external contractors that allows to optimize loading of key resources and cost of development of IT solutions. At the moment the volume of services of external contractors is small, in comparison with that volume which developers in Group execute Sberbank
