On March 18, 2019 AFK "Sistema" announced readiness to invest "millions of dollars" in creation of medical laboratory in Novosibirsk. The agreement with Institute of cytology and genetics of the Siberian department of RAS was for this purpose signed.

Sirazutdinov also reported that behind the concept of 4P-medicine the future, and it can come thanks to in-depth studies and findings of approaches to different diseases: immunotherapies, genetic engineering.

In April, 2018 the Russian Ministry of Health approved the concept of the predictive, preventive and personalized medicine which assumes the analysis of genetic features of patients for identification of predispositions to diseases and also monitoring of efficiency of treatment, including using biomarkers. At the beginning of February, 2019 the Deputy Prime Minister of the Russian Federation Tatyana Golikova said that in Russia till 2027 three genetic centers for which creation 12.2 billion rubles will be selected will be created.
The laboratory in Novosibirsk will be constructed within the national Science project which purpose is increase in internal costs at research and development at the expense of all sources and also creation of the centers of world-class genomic researches.[1]
