TFCMI of the Moscow region automated maintaining lists of the insured persons passing preventive actions

On March 21, 2019 Digital Design reported that the territorial fund of compulsory health insurance of the Moscow region (TFCMI of MO) put the automated subsystem of maintaining lists of the insured persons passing preventive actions into trial operation.

In general the subsystem represents uniform centralized data warehouse in which users are a staff of TFCMI of MO, insurance medical the organizations (SMO) and the medical organizations (MO) — load, process also store data about the insured persons (IP) passing preventive actions in the medical organizations providing primary health care of century Moscow region. Access to a subsystem is provided through web browser.

The subsystem automates an order of interaction of participants at the organization of passing of ZL of the preventive actions and dispensary observation regarding maintaining the ZL uniform list undergoing medical examination and being under dispensary observation in the medical organizations which provide primary health care in the Moscow region for the purpose of regular control of state change of health of patients, timely identification and warning of complications, exacerbations of diseases. For acceleration of process of introduction of data reference books of the insurance and medical organizations, the staff of TFCMI, medical services, outcomes of diseases and the international qualifiers of diseases, profiles of medical care, special cases, types of medical examination and others are stored in a subsystem.

Using a subsystem it is possible to perform quick search of necessary information and to unload analytical and statistic reports about information maintenance the insured persons at the organization of rendering medical care to them according to the Order of FCMIF of 12/31/2013 No. 294 (including taking into account changes according to the Order of FCMIF of 4/9/2018 No. 68).

For March, 2019 in a subsystem about 7,000,000 insured persons are registered, at the same time the subsystem is easily scaled and is ready to the increasing loading. For security of all amount of data including personal, in a subsystem are used two-stage identification, access isolation and a complex of other measures directed to data protection according to requirements of the Order of FSTEC of 2/18/2013 No. 21 and the Federal law "About Personal Data" of 7/27/2006 No. 152-FZ.

Centralization and end-to-end automation allow to support data in current status, provide their reliability and consistency that significantly reduces labor costs by maintaining the ZL uniform list.
