EU-leasing will develop a control system of blocking of the prohibited websites by search engines, anonymizers and VPN services

On May 29, 2019 it became known that the Federal research center "Information Science and Management" RAS which earlier won the tender for development of the system of control of blocking of the prohibited websites by search engines, anonymizers and VPN services published in the unified information system of purchases the agreement with EU-leasing Ltd on development of this system.

The cost of the contract with EU-leasing is 11.2 million rubles that for 8.7 million rubles there is less amount specified in the agreement of the research center RAS and Main radio-frequency center subordinated to Roskomnadzor.

Work is supposed to be performed in two stages, the second should be complete till December 16, 2019. In process the contractor can attract the third parties.

Affirms as the text published on the website of state procurements that a system will reduce costs of GRFC for the round-the-clock monitoring.

For May, 2019 check of whether the requirement about blocking executes search engine or other service, requires problem definition from Roskomnadzor. Having received it, the employee of GRFC manually checks search issue or performs other necessary actions, and then prepares the report for the regulator. The developed system will allow to carry out these tasks as automatically, and at the request of RKN.

It is worth specifying that in the middle of May the term which Roskomnadzor provided to ten VPN services on connection to the Federal state information system expired (FSIS), containing information on the websites which are subject to blocking. The services which did not wish theoretically cooperate can be blocked. The vast majority of ten services which received the requirement about connection ignored it or refused. Earlier only Kaspersky Secure Connection agreed to observe requirements.

Since November 1, 2017, according to amendments to the law "About Information", to obligations of operators of search systems, owners of VPN services and anonymizers access restriction belongs to the prohibited Internet resources. The requirement extends only to those VPN services and anonymizers which received the notification from RKN and were connected to the Federal State Information System (FSIS) where information on the prohibited resources is stored. It was specified that by February, 2018 the regulator did not send any such address.

At the end of September, 2018 became effective the amendments in the Code of Administrative Offences (CAO) assuming penalties for searchers for issue of links to the prohibited websites. Then searchers received the notification on need to be connected to a FSIS.

Later for ignoring of the requirement about connection to a system and removal of links to the prohibited websites Roskomnadzor fined Google 500 thousand rubles. After that the searcher began to filter partially issue, however was not connected to a FSIS: the regulator daily sends relevant lists^[1].
