Aeroflot will spend 100 million for preparation for import substitution of IT systems

On June 10, 2019 Aeroflot announced request for proposals on rendering the information and consulting services for the purpose of implementation directed to primary use of domestic software. The Russian airline estimated the cost of services at 104 million rubles.[1]

Aeroflot selects the consultant for import substitution of software

Aeroflot actively operates and develops the information technologies allowing to increase business process automation for what operates and develops a significant amount of information systems and industry IT solutions. The list of key platform solutions of Aeroflot includes the following products:

New purchase is directed to preparation of transition of Aeroflot to primary use of domestic software until 2021. A key project deliverable - development and approval of the corresponding actions plans. Plans should be developed for Aeroflot and also for subsidiary companies in which total share of Aeroflot exceeds 50%.

The contractor of the project should conduct examination of the existing IT infrastructure, including the application software of automated information systems, to create the list of the used the AIS and other components. On the basis of the conducted examination it is necessary to define the current indicators and characteristics of use of foreign software, including to create its list and also to define the current indicators and characteristics of software from the domestic register.

Besides, it is required to define the list of the potential domestic programs implementing functions of the corresponding software for further transition to its primary use. It is also necessary to carry out the assessment of compatibility of domestic software with the equipment which is used in airline.

In addition, from the contractor wait for the list of the tasks and actions directed to elimination of the factors and barriers interfering transition to domestic the office software.

It is in addition necessary to create requirements to the computers, mobile devices and hardware and software systems, including the server hardware planned to purchase in subsequent periods taking into account need of ensuring compatibility with domestic IT solutions.

Besides, tasks of the contractor include preparation of the detailed actions plan on transition of the Aeroflot Group to primary use of the Russian software for 2019 - 2021, development of long-term strategy (concept) of import substitution of software and also creation of the plan of reaction and the accelerated replacement of foreign solutions by a case of imposition of restrictions or prohibition on purchases of similar IT systems.

The complete list of tasks is presented in terms of reference of the customer.

As design entities the system software, including means of ensuring of cloud and distributed computing, means of virtualization and a storage system and also the application software should be considered. In particular, office suites, email applications, the linguistic software, project management systems, researches, development, design and implementation, process management systems and also the systems of collecting, storage, processing, the analysis, modeling and visualization of data arrays and other concern the last.

The analysis of opportunities of transition on Russian software and other tasks should be solved for eight companies of the Aeroflot Group: Aeroflot "Rossiya AirlinesVictory airline PJSC " "Avrora airline, "Aeromar", "Sherotel", "A-Tekhniks", "Aviation school of Aeroflot".

All services should be rendered till November 29, 2019

The contractor of the project will be selected on July 10, 2019.
