On August 19, 2019 there was information that the police of Uganda spent $126 million for video surveillance from Huawei company.

Police officers hope that the CCTV system with face recognition will reduce number of crimes. Such technology becomes more and more widespread around the world. However it causes concern of local population.

Leaders of opposition say that law enforcement agencies are too corrupted and to use a video to identify criminals, will not be. They are afraid that cameras are necessary to police for face recognition of protesters, in 2021 elections approach.

According to the publication Wall Street Journal, technical specialists of Huawei already helped employees of Ugandan investigation with shadowing the political opponents. It concerns the politician and the musician Bobi Vayn. Besides, in Zambia the staff of Huawei helped the government to get access to phones and Facebook pages of the bloggers criticizing the president that to arrest them, claims in WSJ.

In return, the Chinese company denies all charges. The project in Uganda are a part of an initiative of Huawei — Safe City which was developed more than in 200 cities worldwide, including in China, Pakistan and Russia. Among the African countries, except Uganda, used services of Huawei: Kenya, Egypt and Zambia where activists expressed similar concerns concerning use of a video surveillance system.
