2019: Advanta project management system implementation

On August 26, 2019 the Advanta Consulting company announced creation of a management system for construction projects for the State committee of the Republic of Bashkortostan on construction and architecture.

In connection with significant growth in number and complexity of the executed projects by the leaders of the Republic the decision on implementation in Gosstroy of RB of a project management information system of ADVANTA was made. Implementation of ISUP had to help on the most difficult direction – to provide activity of GKU Management of capital construction of the Republic of Bashkortostan.

Project Objectives:

  • Creation of the uniform communication portal for the purpose of the organization of planning and projects implementation of capital construction and reconstruction of social objects and networks of utilities.
  • Process optimization of project implementation of capital construction based on a project management information system.

Problems of the 1st stage:

  • Configure a guidance loop projects (construction objects) and agreements.
  • Implement regular processes on updating of data on the project progress.
  • Provide transparency of all pool of the implemented projects.
  • Train specialists and users in setup and work in a system.

Results of the 1st stage:

  • Based on the ADVANTA platform the management system for construction projects of social facilities is created.
  • The register of construction of social objects is created.
  • Projects are structured in a system in the directions and object types.
  • Templates of projects and blocks of works are created.
  • Request forms of information on the project status are created.

The received results validated the decision on implementation of ISUP and showed need of reforming of a management system by implementation of methodology of project management.

The competence center moved to GKU UKS RB. In ISUP the necessary functionality for support of systems management was created by projects. The provisional regulations for project activity are approved. Pilot projects with working off of processes of project management are implemented.

Results of the 2nd stage:

  • The template of the started projects towards separation of tasks into two levels is corrected.
  • The two-level system of control points is created.
  • The template of projects of construction of utilities is created.
  • Reporting system began to reflect requirements of different customer groups of information.
  • The functionality is developed for holding meetings and maintaining protocols.
  • The functionality for setting and control of instructions is created.

"Based on implementation of the 2nd stage it is possible to speak with confidence that: there was a reduction of number of the projects which exceeded the basic term of implementation for 20% (was 46, there were 38 projects); there was a reduction of number of the projects which exceeded the initial budget for 30% (was 28, stalo19 projects); decision making time on the problems escalated on the level of the curator of the project for 50% (on average, there were 14 days, there were 7 days) was reduced",

Assessment of the management system for project activity (MSPA) of GKU UKS RB for asessor and their offers on further improvement, in fact, started the next stage of development.

For assessment of scale of activity of GKU UKS RB gave dynamics of growth of number of the implemented projects in Gosstroy of RB:

  • 2016 – 135 subjects to design and construction with a total amount of financing in the amount of 2,629.1 million rubles.
  • 2017 – 104 subjects to design and construction with a total amount of financing in the amount of 2594.9 million rubles.

2018 – 149 subjects to design and construction with a total amount of financing in the amount of 6056.1 million rubles. 2019 – 226 subjects to design and construction with a total amount of financing in the amount of 12635.8 million rubles".

Intermediate results of the 3rd stage:

  • The functionality on work with decisions of Expert advice of the Government of RB is created.
  • The functionality on risk management of projects is created.
  • The concept – the multiproject and monoprojects making it is entered into methodology, the structure of tasks of monoprojects is corrected.
  • The functionality for work with contractors and suppliers of projects in ISUP is prepared.

The forthcoming implementation in the construction industry of technology of information modeling, need of process automation of construction supervision, implementation of program robots – not all list of questions which is included in the development plan for the construction industry of the republic. All these tasks will be implemented on the basis of the integrating link which ISUP ADVANTA is, noted in Advant Konsaling.
