HK Rosgosstrakh LLC is the insurance company, largest in Russia. 10 regional and interregional companies, 3000 agencies, insurance departments and offices of settlement of the losses located across all territory of the Russian Federation and united in 76 republican, edge and regional centers are a part of the company. In Rosgosstrakh about 100 thousand people work.


Consolidation of group at the interregional level, and then, already in use became Impulse to implementation of a new personnel management system in Rosgosstrakh, the BOSS-PERSONNEL OFFICER system successfully endured one more consolidation of the company, already in federal scale. At the same time in 5 years of operation a HRM system on the BOSS platform uninterruptedly processes data of more than 100 thousand staff of the company. How it was succeeded to achieve brilliant results at such scale of the project, TAdviser was told by the vice president for IT and transactions of Rosgosstrakh company Maria Vozhegova.

Project Tasks

  • formalization, optimization and unification for all holding structure; processes and procedures of personnel records and payroll;
  • implementation of uniform methodology of accounting of personnel and payroll;
  • centralization of function of accounting of personnel at the level of directorate of branches;
  • centralization of payroll;
  • reporting on compensation.

Implementation scope

  • implementation of modules: the staff list, registration of personnel, time keeping, payroll calculation, accounting in RPF;
  • creation of Uniform settlement center;
  • joining with: a system of accounting of agreements on core business, a classification system and codings (SKK), a financial system (Navision), the system of maintaining data on personnel in the agencies;
  • remote access to data with use of terminal services (single database);
  • differentiation of access rights to data on divisions and branches.

Project Effect

  • the single corporate unified NSI system on accounting of personnel, accounting of work and payroll is developed;
  • uniform corporate accounting rules of labor costs taking into account requirements of multilevel analytical accounting are developed;
  • technologies of replication of a system in branches are developed and described;
  • accounting of personnel and payroll of all Holding in general on the basis of PS the BOSS-personnel officer is automated.

In the system implementation project progress the BOSS-personnel officer payroll on all regions is performed according to the strict diagram. Significantly business process changed - all employees of HR departments of the Rosgosstrakh group began to work and receive reports in real time. All information on employees and agents accumulates in the uniform center, it was succeeded to eliminate a large number of the low-quality data arriving from regions.

The project of creation in Group ROSGOSSTRAKH of the automated control system for personnel lies in the plane of corporate strategy of development of holding, and, recently purchases new value. In July, 2009 one of the major strategic projects – consolidation of insurance companies of Group ROSGOSSTRAKH started. Consolidation passed through the procedure of reorganization during which there was an accession to RGS-Stolitsa LLC of nine regional insurance companies. All personnel of insurance companies of Group were transferred to Rosgosstrakh LLC. Process of consolidation was complete by the beginning of 2010.

Process of reorganization from human resources management took place for the company in the shortest possible time – all data on personnel are collected, stored and processed on a centralized basis several years therefore, for example, translation procedure of employees from one legal entity in another occupies time minimum.

IT specialists in selection process considered three popular systems. Today we have the single system of personnel records and settlings with personnel covering all companies of our holding structure. Today it is 12 legal entities, and since January 1 as a result of merge process we will be the uniform big company, uniform legal entity. All this directly affects human resources management. We are proud of the fact that payroll on all regions at us is performed according to the strict diagram".
