Certificates of birth began to be granted in a blockchain system

Customers: Government of Brazil (Federal government of Brazil)

Contractors: Growth Tech, IBM
Product: Projects based on blockchain technology

Project date: 2019/09

At the beginning of September, 2019 in Brazil the first certificates of birth registered only using blockchain technologies were issued.

It is reported that Álvaro de Medeiros Mendonça became one of the first children in the country whose certificate of birth was granted through a blockchain system, without registration in the REGISTRY OFFICE. The project of new type of registration was developed by technology company Growth Tech in partnership with IBM. The hospitals participating in the project actively invited parents to use new service which considerably reduced process of registration of the newborn. The father of the child noted that the procedure took less than five minutes.

Registration is made through the Notary Ledgers platform of Growth Tech company which provides virtual notarial services. The founder of firm Hugo Pierre told that the startup looked for a new solution for increase in efficiency of record of certificates of birth.

Carlos Rischioto, the head a blockchain division of IBM in Latin America, explained that the method of registration of children consists of three stages. First, the hospital submits the application for the birth. Then parents are registered on the platform, confirming the personality then information goes to notary office where the certificate is made out. Thus, the new platform with effective and transparent techniques of work should remove bureaucratic obstacles in the course of registration of the birth.

Blockchain registration of certificates of birth should simplify process of document creation for citizens therefore this service attracts not only Brazil. In 2017 in the American State of Illinois the pilot blockchain project on issue of certificates on the birth was started, however it did not gain mass distribution.[1]
