On elections in the Leningrad Region successfully tested the application for monitoring of electoral process based on a blockchain

2019: Application testing for monitoring of electoral process based on a blockchain
On September 18, 2019 it became known that on elections in the Leningrad Region successfully tested the application for monitoring of electoral process based on a blockchain.
Eloris is the system of internal and external control of electoral process constructed on technology of the distributed registers, gives the chance to quickly analyze the obtained information and to save it without loss.
The solution created in Competence center of NTI based on SPbSU was tested in the uniform voting day on September 8, 2019 on 57 polling precincts for vote in the Kirishi municipal district and the Sosnovoborsk city district of the Leningrad Region.
With the help Eloris the registered observers of the precinct election commissions (PEC) sent to higher electoral commissions of the address and accepted answers to them. It was possible to use a system both through the Internet portal, and through mobile application – addresses were accepted in a text format and also in the form of photo or video records. Besides, heads UIKOV had convenient technical capability to inform the territorial election commission (TEC) and Lenoblizbirky on activity of voters directly in the voting day.
Within the project it was succeeded to create uniform means for communication of public observers, members of district police officers and territorial election commissions (UIK) and Lenoblizbirkom, to organize an instant feedback and monitoring of events on all polling precincts in the online mode and also to fix information using technology of the distributed registers.
Besides, the solution allowed to carry out monitoring of the status and a geolocation of observers, monitoring of activity of voters and fixing of the issued bulletins for determination of an appearance at elections. A system also allowed operational to inform citizens on vote process, including through social networks.
In total in a system more than 80 heads UIKOV and about 40 observers became authorized, and during vote in the address territorial election commission and Lenoblizbirkoma 20 addresses from observers arrived — on everything from them timely answers and explanations were given.
