Rostelecom creates the system of identification of cellular subscribers on the person and a voice

On September 24, 2019 it became known of creation in Russia the systems of remote identification of cellular subscribers on the person and a voice. It is supposed that this technology which is developed by Rostelecom will promote distribution of electronic SIM- cards eSIM.

According to Izvestia with reference to the director of project office of the virtual operator (MVNO) of Rostelecom Alexey Chernetsov, the solution for remote identification will be based on the Single Biometric System (SBS). Chernetsov explained that users of eSIM will be able to sign the agreement without visit of office of the mobile operator.

When a system earns, it will be possible to be registered in network, having photographed on the camera of the computer or phone and having told several words in the microphone.

"Big Four" of mobile operators is interested in use of biometrics for implementation of virtual sim cards as it will allow to save on the maintenance of huge dealer network, however there are unresolved questions, including financial character. Now banks pay Rostelecom 200 rubles for each successful identification of the citizen in EBS, but such quotations will hardly seem to cellular operators acceptable. The method of calculation of rates for them is not defined yet.

The Ministry of Telecom and Mass Communications noted that adjustment of the regulatory base on eSIM will be required, and sent to Rossvyaz, Roskomnadzor, mobile operators and industry institutes the corresponding letter. Working meeting will take place at the beginning of October, 2019. Among other things, will submit a question of an order of authentication of the subscriber in activation process of eSIM in the remote mode for consideration.

In September, 2019 the Deputy Prime Minister Maxim Akimov said that the questions connected with security and subscriber identification will be solved within a year then eSIM will be started.^[1]
