In Omsk the 65-million tender for delivery of the ultrasonography devices for oncology dispensary broke

On September 24, 2019 TAdviser knew that the center for purchases in the field of health care of the Omsk region cancelled an auction on delivery of the ultrasonography devices of an expert class for an oncological clinic. 8 devices for the total amount about 65 million rubles were required for the customer.

Only one supplier participated in an auction, announcement of the winner had to will take place on October 2. However a complaint to OFAS was filed by the Moscow Ventol-Medikal LLC. According to the applicant, the technical specifications not quite corresponded to state standard specification – for a number of components required parameters were not specified. Also there were contradicting points: in one place the monitor size not less than 10.5 inches (and it was not specified, what size – height, width, depth, diagonal or something else), in another – monitor diagonal not less than 21 inch was required.

Besides, proceeding from set of indicators, according to Ventol-Medikal, unreasonably the equipment only to Philips company conformed to requirements. It is

not about characteristics of the received clinically significant result at use of the medical equipment, and it is exclusive about technological solutions of this or that practical task which at different producers are implemented differently

, the complaint says.

The antimonopoly service agreed only with the first argument. After that biddings start again. According to a source, the complaint was not accidental and was directed to canceling of the tender for the benefit of one of suppliers of Sverdlovsk region^[1].
