The government of Brazil creates the single database of citizens

In the middle of October, 2019 the government of Brazil announced that it creates the single database of citizens which will contain different personal information about each of more than 200 million people.

According to the decree signed by the president of Brazil Zhair Bolsonaru, the database is created for the purpose of improvement of state policy and also for simplification of data exchange between government departments. According to the decree information in this database should be most available to all necessary employees taking into account legal limits, security requirements and also the general law on data protection.

The database will be controlled by different organizations of public sector which can enter new information and get access to already available. Data exchange will be carried out at three levels:

  • The general — for public data to which no access restrictions extend;
  • Limited — for the confidential protected data, access to which will be provided to all state bodies;
  • Specialized — for confidential data, access to which is provided only to certain state bodies operating with the legal purposes.

Originally the database will include such information as a name, date of birth, the address, names of parents, the identity certificate, card numbers of social insurance and vote and also information on employment and data on any companies related to individuals. At the second stage biometric data, i.e. fingerprints, scans of an iris, scans of the person, an audio recording of a voice of the citizen will begin to include in base. For management of new base the Central committee on data management which will consist of seven members, including representatives of the Ministry of Economics, institute of social security of the country and state body on fight against corruption is created.[1]
