2020: Moscow City Hall ordered an expanded digital dossier for Muscovites for 280 million rubles
On November 20, 2020, the Department of Information Technologies of Moscow (DIT) announced a tender for the development of an information system for monitoring and analysis of Internet activity (IS STATE). The initial (maximum) contract price is 280 million rubles.
The publication "Open Media" drew attention to this public procurement. It writes with reference to the procurement documentation that this project involves a large-scale expansion of the ability to collect information about residents. The stated goal of the refinement is "the creation of tools for continuous monitoring of user activity in the territories and facilities of the city of Moscow," including the development of "activity profiles in areas of activity," "operational identification of emerging trends."
It is planned that the system will store profiles with information about debts and fines of citizens, diseases, numbers of their travel documents, social cards, etc. The authorities also intend to monitor "territorial prohibitions" and "medical violations," the loyalty of the townspeople and their appeals to officials.
According to the technical director of RosComLiberty Stanislav Shakirov, we are talking about a unified system of surveillance of Muscovites - it will connect the profiles of citizens with their activity in the city and correlate them with the movement of people and other available information. DIT said that the system for analyzing and monitoring the behavior of users of metropolitan services will make it possible to form personal recommendations without linking to personal data.
The Moscow Department of Information Technology does not plan to develop a new information system for analyzing user Internet activity. The city plans to improve, refine and expand the existing digital infrastructure. 2019: Tender for technical support and system support of the system of analysis of Internet activity of users
On November 27, 2019, it became known that the Department of Information Technologies (DIT) of Moscow announced a competition for the provision of comprehensive services for technical support and system support of the information system "System for monitoring and analysis of Internet activity of users of the city of Moscow" in 2020. As reported, the initial maximum contract value is 50 million rubles. Applications are accepted until December 5, 2019. According to the terms of reference, the information system for monitoring and analyzing the Internet activity of users is designed to improve the quality of promotion and popularization of the content of information systems and resources of the city of Moscow. In particular, it determines the optimal platforms for communication with visitors and channels for promoting content - depending on the segment to which the visitor or Internet resource belongs.
Moscow authorities are looking for a contractor to support a system for monitoring user Internet activity. The main functions of the system include monitoring the attendance of Internet resources and identifying those sections of them that need to be optimized in order to increase this attendance. In addition, the system monitors audience change, as well as its segmentation and clustering with the possibility of identifying target groups. The system should visualize the results of the analysis of patterns and features of user behavior so that this visualization is enough to make decisions regarding the directions of resource development.
According to the terms of reference, in the preparatory phase, the contractor will have to organize operational services in accordance with the requirements of the customer, and at the main stage will deal with user support, application and system administration, as well as adaptation support of the system.
Services are provided to provide information and consulting support for users' work with the system, as well as maintenance of technical and operational documentation and its updating based on the results of processing user requests. In addition, the goals include determining the current state of system components by automatically monitoring events and maintaining software and equipment performance parameters that meet the requirements of the system and production processes, in particular, the continuity criterion.
The Contractor is responsible for ensuring the integrity, preservation and recoverability of the system data, its uninterrupted operation and maintaining operability in a variable industrial operation environment. It provides consulting support, the preservation of the database of all software modules and structural sections, the functioning of the entire software, the ability to roll back to a stable state after unsuccessful updates or other work, the ability to completely restore the system from a backup in the event of a failure, the generation of downloads and samples of data on demand, as well as the adaptation of application functions and system architecture.
The contractor also ensures the security of the system: controls access to it, prevents hacking, protects data through backup, monitors and eliminates vulnerabilities. In addition, it delimits access rights and maintains a register of users.
If it appears to the customer that the project manager on the part of the contractor does not cope with the work, the contractor must replace the manager at the request of the customer within 14 days. The same applies to employees whose level of competence is lower than stated. With a regularly low quality of service, the customer may require the contractor to increase the number of employees who would help solve the problem.[3]
