Biography

2019: A payment of 3 million rubles for bribes from the supplier of medical products

At the end of November, 2019 it became known that the manager of department of medical institution in Omsk will pay a penalty for bribes from the supplier of medical products. The corresponding verdict was rendered by the central district court of Omsk.

According to the investigation, the manager of traumatologic department of Medical and sanitary Part No. 4 Evgeny Penkov from January to March, 2017 regularly earned rewards from the management of a number of the distribution companies in the amount of 3–5% of the amount of the contracts won by the supplier of metalwork, pins, endoprostheses and other medical products. At the expense of it Penkov earned about 876 thousand rubles which, as it appears from case papers, he spent "at discretion".

During the investigation Penkov did not admit the guilt, however in court enough evidence was produced, and he was found guilty. The court obliged now the former head of department to pay a penalty of 3 million rubles and also he for 3 years is forbidden to be engaged in organizational and administrative and administrative activity in health facilities. The judge obliged Penkov to pay the got bribe on account of the state treasury.

Protection of the defendant noted that for years of the medical activity the manager of traumatologic department proved as the good professional. Despite the record of service of the doctor, the party of charge adhered to very hard line and suggested to appoint Penkova 8.5 years of imprisonment in maximum security penal colony. The judge was more indulgent.

Against the chief of department of medical sanitary station No. 4 brought criminal case on the point "in" of Part 5 of Article 290 of the Criminal Code of the Russian Federation (taking of a bribe in a large size). Penkov continued to fulfill the duties in medical institution during consideration of the case in court.[1]
