MegaFon at own expense will create a cloud platform of judicial video conferences for the whole country

On December 6, 2019 it became known that in Russia creation of cloud platforms of the web conferences providing a possibility of remote participation of citizens and the organizations in court sessions both in judicial and in extrajudicial bodies is planned. The relevant activity is included in the federal draft "Information Infrastructure" of the national program "Digital Economy".

The purpose of an action is to guarantee right of the Party on case, her representative and witnesses on remote participation in court session, including out of the courthouse, by use of the systems of a video conferencing (VIDEOCONFERENCING), secure technical capability for remote participation of the parties, their representatives and witnesses in court session.

Supreme Court of the Russian Federation

The action will be supervised the Ministry of Telecom and Mass Communications and the Supreme Court. Will implement the project MegaFon together with the interested organizations and supervisory authorities. Financing of the project will be performed from non-budgetary sources: MegaFon will spend for the answering purpose of 100 million rubles.

At the first stage design of the systems "personal accounts" for legal entities with connection to the state automated system (SAS) "Justice" and the Electronic Justice system ("A card file of arbitration cases") for exchange of documents in electronic form should be performed. The analysis of the existing elements and design of a cloud platform of web conferences with connection of judicial and extrajudicial authorities will be carried out.

Functioning of the uniform schedule available VKS and web conferences, access to which is provided through personal accounts on the website of court or through external secure access to the machine-readable interface (by means of the System of interdepartmental electronic interaction, SIEI) systems Justice and Electronic Justice state automated systems, will be provided.

Further the project of connection of the "pilot" organizations to a cloud platform of web conferences will be developed. Then start of the "pilot" project with connection of legal entities through "personal accounts" to Justice state automated system and the Electronic Justice system for exchange of documents in electronic form is planned. Should be performed transfer of procedural documents in electronic in a type and connection 10 judicial and one extrajudicial body to a cloud platform of web conferences.

The similar action appears also in other federal project of "Digital economy" - "Normative regulation". In this document it is told about introduction of amendments to the Code of Civil Procedure, the Arbitration code, the Code of administrative legal proceedings, the Law "About Enforcement Proceeding" and other regulatory legal acts. Including the right of any of the party of legal procedure, including legal entity will be affirmed, to file any document (proofs, a photo, audio-videos) on matter electronically in a personal account on the website of court or in system Justice state automated system. Also the order, terms and formats of transfer of archives of courts in electronic court will be set, the form of an archive card file of case is fixed and the category of affairs which transfer to an electronic form is required to be carried out first of all is defined.

Based on implementation judicial authorities will be exempted from the most part of paper work, at the same time the efficiency of the judicial system will be increased and load of the staff of court is reduced. Documents will be brought into court electronically without the need for scanning of paper copies and printout of electronic copies. The effect of introduction of an action will lead to reduction of paper document flow up to 95%, to increase in number of the transactions made completely in electronic form and to emergence of a possibility of hands-off processing of electronic documents (use of a machine-readable format).

Arbitration courts will act as the party providing VKS and web conferences for courts of law. The uniform portal with the schedule available VKS and web conferences will work. Besides, thanks to introduction of the paid nature of some services, the material resources for hardware of courts will be created.[1]
