Implementation of an ECM system in National Hural of the Republic of Kalmykia is complete

Search and improvement of the mechanisms increasing efficiency of formation and improvement of the legislation and social and economic and spiritual problems, necessary for the solution, in the republic is extremely important for Parliament. Use of modern information technologies guarantees transparency of work of Parliament both for his employees, and for citizens, provides long-term and constructive interaction of legislature and society.

The office of National Hural (Parliament) of the Republic of Kalmykia provides to deputies legal and information support. Prepares bills for the session of Parliament, carries out their legal study taking into account notes and offers from executive bodies of the government of the Republic of Kalmykia, and other legislature of territorial subjects of the Russian Federation. Also here citizens' appeals arrive. Specialists of the Office of National Hural conduct codification of the adopted laws of the Republic.

Use of the Directum system began with a pilot project in which several departments of Parliament participated: general and legal, information and analytical departments and also secretaries of upper managers. Today key staff of all departments of Hural is involved in electronic document management, and employees of legal and information and analytical work in Directum in full strength.

Heads of divisions had an opportunity to control performing discipline and to organize uniform loading of employees. Employees of the general department (office) had an opportunity to send documents in electronic form and to control their execution at the new qualitative level.

Using the Directum system accomplishment of all resolutions of heads is monitored. Besides, it became simpler to define where there is an original of the paper document that is especially relevant for the staff of National Hural since the most part of documents is transferred to final contractors in the department which is responsible for office-work and they could not be stored. In addition, not all users are automated and, therefore, paper document flow between divisions remains so far.

Remarkable feature of the project was the fact that the vice-chairman of National Hural (Parliament) of the Republic of Kalmykia Hongor Badmayevich Elbikov, the chief of staff Ertne Namruyevich Bakayev, directly work in a system, have continuous access to all information from the workplace that significantly stimulates other employees to work in Directum. Thanks to constant operating control from the top management completion dates of instructions were noticeably reduced.

In the nearest future there will be implementation of the EDS that will allow to transfer completely to an electronic form approval of orders, orders and requests and also to conduct document flow with Control Accounts Chamber and Administration of the head of the Republic completely in electronic form.
