2019: Announcement
On December 16, 2019 the Minister of Labour and Social Protection Maxim Topilin announced creation of a monitoring system of employment of university graduates. It should earn by the end of 2020, he reported at a meeting of Board of Legislators of the Russian Federation at Federal Assembly of the Russian Federation.
According to Topilin, the portal of monitoring of employment of graduates will be based on joining of data which already contain in information systems.
Having joined data on obtaining this or that diploma, the Insurance Number of Individual Ledger Account, the employer, the salary — we see it on insurance premiums — and about movement between jobs, we … will see not only the fact that universities want to tell about themselves and the graduates, we will see the real picture … It will allow us to give much more precisely signals to colleagues in educational structures... to adjust, probably, including, and acceptance digits — he told (the quote by TASS). |
According to the minister, need for a separate data collection system arose because reports from the universities and institutes often do not reflect a real situation with employment of young specialists. It is supposed that the new scheme will allow to receive a reliable picture about employment of the former students because information on the diploma, the Insurance Number of Individual Ledger Account, insurance premiums and the electronic service record will be considered.
In the Ministry of Education and Science consider that emergence of a control system for career development of graduates will allow to increase prestige of the Russian universities and to provide the Russian economy with highly qualified personnel.
To the middle of December, 2019 data on employment of graduates are provided by universities on the basis of internal polls and researches and are not exact, the minister added. The system of electronic service records will allow to build a monitoring system in 2020, Maxim Topilin considers.[1]
